Show BLM Millard Countv Chronicle Progress wants Gandy Salt Marsh protected The Bureau of Land Management has proposed special protecuon of a desert salt marsh in the West Desert The Gandy Salt Marsh is at the south end of Snake Valley about three miles east of Gandy in Millard County The area is made up of 40 to 50 springs It is uninhabited B LM officials announced in the Dec 27 1990 edition of the Federal Register the official journal where federal agencies announced proposed actions they want about 2270 acres of the marsh designated an area of critical environmental concern An area of critical environmental concern is public land where special management is seen as necessary to protect the resource designated and to prevent damage to important wildlife fish scenic cultural historic and other values in the area University of Utah biologist Peter student of the Hovingh a West Desert likes the plan "I think it's a very good idea" he said “There are so few springs that are natural anymore a senes of wetlands that are very natural as yet There 're no dikes no manipulations of the springs “They are all pretty natural except for the grazing there and even the grazing hasn't impacted it that much It's sort of a complete desert ecosystem” The springs in Snake Valley are of all sizes They percolate slowly into the wetlands forming the saline Gandy Salt Marsh Wildlife found in the marsh is “very diverse" Hovingh said Species include fish like the least chub Utah chub speckled dace and a newly discovered dace species frogs including both the leopard and spotted frogs tie spotted butterfly and several types of leaches and snails Several of the species found in the marsh are already under federal protection as threatened or endangered Ducks geese and seagulls frequent the wetlands Wild horses drink from the springs It's Power rate hike predicted If a proposed change occurs in the way power from Glen Canyon Dam is produced and sold electricity bills in east Millard County could go up a Utah power group predicts The prediction comes from the Consumer Power Association which consists of more than 30 member cities Member cities in MilHolden lard County are Fillmore Kanosh Meadow and Oak City The Western Area Power Administration the agency that markets power from Glen Canyon Dam is proposing the change against which ICPA members are being urged to lobby The proposed marketing change resulted from concerns expressed by environmental groups that power operations at the dam are destroying the Grand Canyon and that fluctuations in water output from the dam is destroying wildlife habitat The groups have prompted WAP A to conduct an environmental impact study on its marketing criteria The environmental groups have written congressional leaders and other federal agencies asking for changes in the criteria ICPA members are being told that if flows through Glen Canyon Dam is reduced power will have to be bought somewhere else Rates could go up to fill in the gap issue Another non environmental could also change WAPA power rates WAPA is being pressured to eliminate it’s preferred customer rate structure Preferred customers are those who guaranteed payments to WAPA when the dam was first built ICPA members are preferred customers The dam was built with loans not grants The preferred customers secured the loans in exchange for favorable future rates If the preferred customer system is eliminated WAPA will be able to sell to the highest bidder Cost to ICPA customers may go up some officials warn Fillmore city officials were aware of the situation last summer Mayor Keith Gillins said and residents will not see a rate hike “We have already received an increase from (WAPA) on the wholesale cost" he said “but we were able to absorb that hospitals Recent callups of Utah reservists for Operation Desert Shield have not adversely affected the effectiveness of Utah's 54 hospitals say industry representatives based on a December survey The poll taken by the Utah Hospital Association reveals a total of 374 hospital personnel were activated in reserve units In a breakdown by categories leaders there were 3 administrative called up 69
