chairman of the Millard County Commission Brinkerhoff of Fillmore was scheduled to formally assume the regular post at the commission’s meeting in Fillmore Tuesday Jan 15 the first meeting of the new commission Brinkerhoff was elected in 1988 to a term "There hasn’t been a chairman from the east side for eight years” Commissioner Frink Baker said Brinkerhoff replaces Mike Styler as chairman Styler lost his bid for in the primary Brinkerhoff Lana Commissioner Moon and Commissioner Baker make up the Millard County Commission For the past month commissioners have been working on committee and task assignments including who or chairshould sit as chairman woman The assignments are somewhat Bsker said selected formally "We've shuffled that list several times There are some that Jer’E didn’t want and some that he liked and so on We tried to work it so we got the best man in the best place or woman We got Lana some things like the fair Lana can add to that fair" Assigning committee responsibility makes for a more efficient commission Baker said "It's a matter of spreading yourself" he said “You don’t have time for everybody to work on everything" Commissioners also build up expertise in their assigned areas “Some things are just routine" he said “but any time you’re having a little trouble you always check the other commissioners on your decisions" Baker said that if people have a comment or complaint question about something they should go to the appropriate board district or committee Fust rather than the commissioner assigned to that group “We have some good boards” he said “Later on we’re going to publish all our boards” he said "We have to update them We’ll make a few changes get those updated and we’ll try to get people to work with them Then if they given the Delta City Library $5000 The gift came from money left over from the privately funded presidential inauguraL The president and Mrs Bush decided the excess money should be given to libraries American Bicentennial Presidential officials were Inaugural Committee given the task of selecting two libraries in each sute and the District of Columbia to receive checks from the First Family The American Library Association helped the Committee chose the 102 libraries Delta and Hcber City libraries were chosen in Utah Deb Librarian Head Delta Greathouse said Inaugural Committee Bobby Holt told her Delta was chosen because it was “small but wonderful” “I really thought we’d get maybe $500 or maybe a thousand” she said couldn’t be"but when I got $5000 lieve it” Hcber City Library also motion filed by a state prison old inmate to withdraw his guilty plea to a Millard County murder has been denied Fourth District Court Judge Ray M Harding signed his three page memorandum decision Monday Jan 7 rejectalso ing the motion James Earl Blair known as James Earl Smith will continue to serve his life sentence for the March 1978 murder of Robyn LeRoy Halsey of Scipio Smith pleaded guilty to first degree murder on July 25 1978 for his involvement m the shotgun slaying of Halsey near Scipio He was sentenced to life in William Lloyd prison Another man Eastwood pleaded guilty to second degree murder after testifying against Smith Smith argued in a hearing Wednesday Nov 7 in District Court in Fillmore several reasons his plea should be withdrawn He said his guilty plea was not knowinadeing and voluntary his counsel quately advised him and his case was prejudiced the prosecution's misconduct All the arguments were rejected by the court which accepted the state position represented by Deputy Millard County Attorney Patricia Geary David A Blackwell represented Smith Harding also found Smith had waited too long to act Harding wrote that “trial of this matter would be impossible because of the effect 2 years delay has availability of witupon evidence nesses and the memories of these witnesses” In his motion hearing Smith said Eastwood pulled the trigger but Smith pleaded guilty to avoid the death penalty He also said he and Eastwood concocted a scheme m which Smith would plead guilty to the murder Eastwood would sue for false arrest and split the money from victims by Ken Rand Property recovered in the investigation of several recent Delta area alleged burglaries was returned to some of the alleged victims Friday Jan 11 The Millard County Fairgrounds exhibition building east of Delta was used to display the merchandise for identification and recovery because of the large volume of items involved County Sheriff Deputy Kim Taylor said Deputy Morris Burton said he didn't have an exact count of how many burglaries were involved in the investigation “We're looking at between 20 and 25 here in the Delta area one in Nephi and one in Ml Pleasant” he
