established for the sole purpose of letting the citizens of the state have their say on the present condition of taxes has begun collecting signatures on the four initiative petitions Salt according to Greg Beesley Lake City businessman and member of the three member corporation board Beesley said that in addition to getting enough signatures on the they wertf anxious to petitions effect a permanent organization at level in every voting the district in the state Beesley said Richfield City Council Member Paul Turner has been appointed as Southern Utah coordinator for the petition drive and to correlate other activities of the Tax Limitation Coalition Turner headed the Utah Taxpayers Association Property Tax Limitation campaign in the same area a year ago Information handouts concerning the four initiatives and copies of the petition forms are now available Turner said He indicated that they were looking for a chair person and workers in each of the counties involved including Millard County The four tax reform initiatives are: (1) The Utah Family Choice in Education Act It will provide parents a limited tax credit against state income tax for each child attending a private school (2) The Political Action Disclosure Act This requires Political Action Committees set up by (PACS) (organizations special interest groups to promote their self interests) to register with the Lieutenant Governor’s office (3) The People’s Tax and Spending Limitation Amendments This limits residential property taxes to 34 of of the fair market value and of taxes on all other property to the fair market value (4) The Peoples’ Tax Reduction Act This act will repeal the four major tax increases passed in the 1987 general session of the legislature and will affect the following taxes: income tax sales tax gasoline tax cigarette tax In addition to repealing the tax increases in the above area it will also lower the percentages in the current income tax tables to prevent the state from taking the million tax "windfall" (money that should be returned to the taxpayers) resulting from the changes in the federal income tax laws The opposition is well organized and well financed Turner said He noted that Utah and Nebraska had the highest gasoline tax of any in the nation and at the same time were encouraging more tourist travel An administration that calls for an increase in taxes at a time when projected revenues are down because of an eroding tax base just doesn’t economics understand Turner said He said we are sympathetic toward those government subdivisions who are short of funds With federal cities revenue sharing eliminated counties and agencies of state government are hurting he said but so is the taxpayer This is the time to reduce and eliminate programs or the economy will never get rolling again Turner urged those who want to work on reducing taxes by getting involved in the petition signature campaign to contact him in Richfield released by Utah Foundation the private nonprofit research organization The study indicates the likelihood of being victimized by a crime during a normal life span and is calculated from annual victimization statistics gathered from the National Crime Survey taken by the US The Bureau of Justice Statistics analysis excludes crimes against children and child abuse cases Foundation analysts point out that the probabilities are based on nationwide averages and could differ from state to state and from community to community Following are some of the major observations presented in the study: of the Nearly everyone (99 total population) will be a victim of theft at least once during his or her lifetime Approximately 7 out of 8 persons will be victimized three or more times 2 An estimated 5 out of 6 people will be victims of violent crime andor assault) at (rape robbery least once during their lives These are violent crimes that are either completed or attempted About half of 3 out of 4 people will become victims of a completed or attempted assault 2 in 5 will be victims of this crime at least twice Again males are more likely to be assaulted than females 6 An estimated 2 in 5 persons will be injured as a result of a robbery in 10 will be or assault about injured more than once These juries can range from minor to life threatening 7 of every 133 Approximately Americans will become a homicide victim for black males the proportis of every 30 estimated to be ion inhabitants 8 The likelihood of becoming the victim of a violent crime tends to diminish with age In other words younger individuals are more likely to become a violent crime victim than older individuals 9 Estimates of the likelihood of a personal theft drop off much less rapidly with age than do the estimates for violent crime victimization In fact personal theft victimization probabilities are approxia mately proportional throughout persons life 10 Over a period about 3 out of every 4 households will suffer a burglary (unlawful or forcible entry of a residence or other structMoreover 3 ure on the premises) out of 8 households will suffer more than this one burglary during period 11 Nearly 9 out of 10 households will be victimized by larceny (theft of property or cash where forcible or unlawful entry are not involved) In out 3 cases the household will be victimized by this crime three or victimization rates are even lower in the rural areas Democrats Nominate Limburg Ferguson For City Council of the The Fillmore precincts democratic party met Thursday Sept 17 to nominate candidates for the Fillmore City Council Suzanne Limburg and Charles Ferguson were chosen to represent the party for the November 3rd city council elections who has spent a lot of time in community service for the city of Fillmore She has served as president of the East Millard Fine Arts Guild president of the Civic Arts Coucil and is a charter member of the Fillmore Community Medical Center Volunteer
