1986 IPP mulls new construction project to protect plant Officials of the Intermountain Power Agency have agreed to proceed with a study of the feasibility of adding two small generators to the generating station at IPP to increase plant reliability according to Rex Stanworth IPP spokesman The proposed construction project would be new work and is not part of a proposed Unit HI project Word on the future of Unit III construction is not expected until next year 1PA officials chose to make public the new construction study this week because of rampant speculation on the future of IPP officials told plant construction the Chronicle Progress The new small generators being studied would be added to provide energy for safely shutting down and main generating units restarting the two in the event of a “trip" or total shutdown of the station The generators would utilize steam from the large IPP boilers to assist in the shutdown and The construction of this project improvement could start in 1987 if the concept proves feasible The feasibility study will include cost and manpower requirements Other alternatives for accomplishing “black start” have been studied Mr Stanworth explained IPP officials revealed the need for the reliability and stability equipment a year ago At that time Project Manager Rod Clark said it was hoped the new construction project would allow IPP to keep its construction office open perhaps until work begins on Unit III Voters face propositions Swalberg tagged for Panoramaland Glen Swalberg the man who led the fight for grassroots tourist promotion in Millard County has been selected to Panoramaland chair the tourist organization He is the first to be chairman of the twelve member Panoramaland board which administers a budget of $178000 the board has been Traditionally manned by the same county commissioners who comprise the Commissioners Organization But two years ago Mr Swalberg began attending Panoramaland meetings at the request of a former Millard County Commissioner At that discontent time there among the county officals on the funds comamount of Panoramaland in and into the the way those ing county funds were being spent After heading a new tourism council in Millard County Mr Swalberg encouraged other citizens from the aiea to get involved in Panoramaland The result was that he was elected chairman of the organization and another citizen Westin Woodwas elected vice bury from Juab chairman The new chairman said that he plans to continue the emphasis on county in Panoramaland "A participation third of the budget goes to regional and the rest to the promotion That means the dividual counties counties have a lot of money to work with to individualize tourist promotion That is what we have tried to do in Millard County" he said With the emphasis on county goals administration of the centralized Panoramaland has become less important For this reason Mr Swalbeig and the other citizen members of the board voted to cut the Richfield office penses in half However the board is still interested in regional to augment promotion county efforts “There is a lot that needs to be Bone to let people know about the whole region" Mr Swalberg said “We are working on a number of projects to attract attention” Among those projects are more and belter highway billboards and information booths better signing of city and town exits a regional freeway and a unique restaurant magazine program that would be traded with other areas This latter project board's own was the Panoramaland idea Delta groundwater seeking office Utahns are facing three proposed constitutional amendments I would exempt nonProposition profit hospitals and nursing homes from the property tax Proponents claim that the hospital tax exemption is needed to prevent an increase in hospital costs Opponents contend the ammendment is unnecessary because it would eliminate the necessity of a hospital to prove that it serves a charitable purpose Proposition 2 would exempt (arm equipment and machinery from the property tax Proponents claim that farm equipment exemption is needed because struggling farmers pay a much higher percentage of their net income in property taxes than do individuals and other businesses Opponents aigue that farmeis already receive substantial tax breaks and that the proposition would encourage other groups to receive special tax treatment Proposition 3 would make a comprehensive revision of the education article of the state constitution in order to clarify the structure and governance of education in Utah Proponents contend the education article revision would eliminate about uncertainty education governance in Utah Opponents challenge the proposed because it prevents the of education and the streamlining reducing of excessive bureaucracy and permits indirect aid to education facilities thus violating the separation of church and state Pre-scho- “Lazy-Eye- ” Parents please notice: If you
