mismanagebecoming ment of feral horses and burros on public land The apparent inability of the federal government to administer a rational feral horse and burro program is resulting in mistreatment of the animals destruction of native wildlife habitat and a raid on taxpayers' pocketbooks according to the Wildlife Management Institute Legislation introduced in 1971 requiring humane treatment and control of feral horse and burro populations was supported by most conservation Before the bill was organizations enacted however it was amended to prohibit the sale of excess horses and burros for slaughter or other purposes That amendment opposed by most is causing big proconservationists blems today The Bureau of Land Management which administers most of the land occupied by feral horses and burros has tried to dispose of excess animals But through an adoption program there are more animals than adopters with Thus the agency is saddled overflowing corrals of horses and burros The House Interior Appropriations Subcommittee has added language to its fiscal year 1986 BLM funding package prohibiting the removal of more horses and burros from public land until all captured animals have been adopted And since no one wants to adopt the remaining animals there is an impasse Not going along with the House provision the Senate Interior Appropriations Subcommittee is recommending a whopping $156 million increase for feral horses and burros over the Administration’s request to feed the 13675 animals now in corrals and pay for the remov al of 17000 more during the coming year That increase would make BLM’s total budget for feral horses and burros $21 6 million in FY 1986 That means that the agency would spend $5 million more to manage the relatively few feral horses and burros on public land than it would to conserve all native fish and wildlife habitat under its care A ridiculous situation Fillmore seeks to annex acres I lie The I DS Church has petitioned lor tllmoic citv
