Since 1975, 32 states have petitioned Congress to call a constitutional convention for the purpose of amenddrafting a balanced-budgment. If two more states submit petitions, the second constitutional convention in our nation's history must be held.. Constitutional conventions are, by their very definition, "sovereign bodies." We know what such a body could do if it is convened, but nobody knows for sure what it would not do. The only solution to inflation is end the practice of increasing the supply of morey and credit. Ronald Reagan snugly occupied the catbird seat at the Tokyo summit. Once again, events have worked for him like indentured servants. His passage to Asia was one mishap after another. The arrival of the presidential party in Bali was a shambles for the leader of the free world. Two Australian reporters. representing newspapers critical of the president's host, President Suharto of Indonesia, were hustled off the White House press plane by local security men. Simultaneously, New York Times correspondent Barbara Crossette was kicked out of the country for having written that Suharto was not exactly George Washington. much for the "winds of freedom." the fatuous slogan dreamed up by Reagan as the theme of the trip. The president had a sitdown with President Suharto, carefully omitting all mention of East Timor, the scene of one of the worlds major human rights violations. They got along famand. in the process, shredded ously the officially promulgated fancy that Reagan has as much animus against dictators of the right as against dictators of the left. So But did the president suffer an. y embarrassment or derision? No. As usual, he got away clean. His archadversary, Soviet leader Mikhail Gorbachev, bailed him out. Reagan's gaffes were relegated to the middle or the back of the papers and the news shows while Gorbachev, in the wake of the nuclear meltdown at Chernobyl, began a replay of his , Mary 3IcGrory , 1 country's worst public relations setback, the downing of the KAL plane in 1983. In short order, as the radioactive clouds gathered over Europe, demonstrators who a week before had been out in the streets shaking their fists at Reagan for the bombing of Libya were turning on the Soviets for covering up a nuclear accident without parallel in history. Gorbachev still does not understand, apparently. their indignation. Testy and grudging divulgence of casualties and damage are the reflexes of any government trying to contain a major catastrophe. Time Has Run Out on Luke Decision During the past several years I have watched two Utah governors agonize over what to do about the unpredictable and treacherous Great Salt Lake; whether to pump it. dike it, drain it, cork its rivers, send it home in tourists' luggage. Goys. Scott Matheson and Norm Bangerter held recurrent meetings. took countless phone calls and ordered repeated staff reviews of various plans and schemes from persons credible and otherwise. From the beginning, it seemed that west desert either implausible or unpumping was the plan attractive at first most likely to work. Well, finally that recommendation has been made to the Legislature. There really are no other alternatives left. Next week action must be taken. The hour glass has run out. There's no more time to study yet another proposal. There's no time left for additional engineering, there's no more time for public hearings, there's no time for waiting until the lake indicates what it will do next. a Something must be done now commitment must be made. And it should be a state commitment. Anyone feeling the least bit affected by an uncontrolled lake is obliged that is, with no regard for their comfort or peace of mind. Soviet authorities, goaded by the clamor, are saying that the issue is the gross exaggeration of the damage and number of victims by Westerners trying to make propaganda. That is not the point. The Soviets owed the world an explanation of how and why the accident happened. They did not even want to say when. The panic the Soviets say they wished to avert at home was on in neighboring countries; dumping milk and vegetables, forcing babies to drink iodine. Nobody trusted the Soviet claim of "no big deal." Gorbachev's reputation as an upfront sort of Soviet was destroyed. Reagan arrived in Tokyo licking his chops. Japanese radicals obligingly fired missiles at summit headquarters. bringing terrorism, which receded during the Chernobyl crisis, back into relevance and overshadowing the failure of yet another U.S. Sics, rocket. Reagan could look forward not just to a unanimous summit stand against bomb throwers, but even to a condemnation of Soviet conduct. "Moscow disregarded the peril to the rest of the world," he said. In the long run, however, the Soviet calamity could work against Reagan, the collector of nuclear weapons and the champion of nuclear power. Bangerter has said any legislator who thinks he'll vote against pumping to make his constituents and he's talking directly to happy those lawmakers will be making a "mistake." What the governor needs now is the help every Utahn could provide a direct contact with legislators by next Tuesday, letting representatives and senators know how urgent it is to do something now about the Great Salt Lakes relentlessly rising waters.
