These opposing views were analyzed by the Utah Foundation, the private research organization, in its latest report on school district reorganization in Utah. Backers of consolidation offer a senes of arguments which claim that the larger reorganized districts can furnish improved educational services at a lower cost than smaller districts. They cite achievement test scores which show that students from the larger urban districts generally do better i than those from the smaller districts. They also indicate that better business and personnel practices are uspally found in the larger districts. r Opponents of further reorganization claim that most of the advantages of consolidation are exaggerated and reorganization could compound the problems of the smaller districts. They point out that most of the districts in Utah are small because of the sparcity of population and geographic isolation. Small districts, they argue, are close to the people, have less bureaucracy, and generally better cooperation with other local governments in the planning and joint use of physical facilities. But opponents say potential savings achieved through further consolidation in Utah would be minor compared with overall school expenditures. The Foundation report points out that Utah was one of the early leaders in the consolidation of school districts. The changes made nearly 70 years ago have allowed the state to provide a high quality of education at a cost consistently below the U.S. average. While recent reorganization efforts in other states have reduced the Utah advantage somewhat, the Foundation reports the administrative organization in Utah is still relatively more efficient than that found in most other parts of the nation. Utah is organized into 40 school districts, ranging in size from Daggett School District with 182 pupils to Granite School District with more than 60.000 students. Throughout the 50 states, there now are about 15.800 operating school districts, or an average of 318 per state. These range from a high of 1.101 districts in Texas to a low of one district in Hawaii. The stub. lOtes that while there are some exceptions, per pupil costs for administration, as well as total operations, generally are higher in the small district than they are in the large ones. After a district reaches a certain size (about 1,200 pupils), however, these cost differences are not as pronounced. Foundation analysts indicate that during the past 50 years, a number of studies have recommended additional consolidation of school districts in Utah.
