After batting .219 in 1982, catcher Mike Scios-ci- a took the Dodgers to arbitration, lost, and received a raise of only challenges confronting womens sports in 1984 will unfold in the sedate chambers of the U S. Supreme Court, not on the basketball court or athletic field. There will be no raucous fans cheering on their favorites. The issue will be decided by legal briefs rather than athletic skill. The decision involving Title IX prohibitions against sex discrimination in schools receiving federal money nonetheless will have a significant impact on womens spors in this country. If the Supreme Court were to rule the way the Reagan administration would like, most athletic programs would not be covered by Title IX," said Theresa Cusick of the Project on Equal Educational Rights of the NOW Legal Defense and Education Fund. "Schools could cut out the girls athletic programs entirely." Like most bureaucratic names, Title IX does little justice to Its importance. Enacted by Congress as part of the Education Amendments of 1972, it has helped spark an unprecedented growth in womens sports in high schools and colleges. And, womens .sports activists stress, strong school athletics are essential to developing the talent and incentive for womens sports in general. "When you look at where we were in 1972 and where we are today, I think theres no doubt Title IX has been extremely The school has refused to file a certificate of compliance with Title IX, arguing it does not receive federal aid. The government says Grove City College benefits from the student aid and must obey Title IX regulations. Last summer, the Reagan administration modified its stance on the case. While still arguing a certificate of compliance must be filed, it asked that Title IX be applied only to specific educational programs receiving direct federal aid. The Reagan administration position would allow schools to discriminate at will in athletics, warns Cusick. Most of your extracurricular activities like sports don't receive federal aid," she notes. Dozens of women's, educational and civil rights groups plus at least 50 congresspeople have filed friend-of-th- e court papers asking the Supreme Court to maintain a said important," Donna Lopiano, director of intercol- legiate athletics for women at the University of Texas, In 1972, for example, there were no colleges or universities offering athletic scholarships to women, according to the Women's Equity Action League in Washington, D C. Ten years later, 15,000 scholarships from more than 800 schools were made available to women, Womens Sports magazine reported. In the high schools, the number of young women playing sports has increased from 7 percent to 35 percent of student athletes since Title IX was enacted, according to the Project on Equal Education Rights in Washington, DC. Women now account for about 30 percent of college-level athletes. Title IX's value was that it coincided with the upsurge in womens interest in sports in the late 1960s and eary 1970s due to the fitness boom and the womens movement. "Once parents and students understood their rights under the law, it gave them added leverage, said Jeanne Atkins, staff attorney at the Womens Equity Action League. But, women's sports activists warn, that law is now under attack. The Supreme Court case, Grove City College v. Bell, involves a small private college in Pennsylvania challenging the scope of Title IX. The school does not receive federal money but more than 20 percent of its students receive government aid. at broad interpretation of Title IX and prohibit sex discrimination anywhere in a school receiving direct or indirect federal aid Hearings on the case were held in and the justices are expected to decide the Issue before their term ends in July. NoveniU-- Womens groups say they have strong congressional and popular support for their position. On Nov 16, for example, the House passed 414-a resolution against any attempts to restrict Title IX's coverage. In a poll conducted for the Project on Equal Education Rights, 68 percent said laws should cover all students in a school receiving federal funds, including areas such as athletics. "I hope the Supreme Court will recognize that Title IX was meant to, and that it should, be applied comprehensively, says Rep. Clau-din- e a cosponsor Schneider of the House resolution. Houston Official Critical of Sims HOUSTON (UPI) - the assistant Houston An general manager of Gambler? said running back Billy Sims, who has signed contracts with both the Gamblers and the Detroit Lions, "doesnt have one of your bet- ter IQs. "He wears his IQ on his jersey, Bret Lerner said about Sims, who wears No. 20 for the Lions. Sims, currently involved in a I J . court fight after signing contracts with both the Gamblers and the Detroit Lions, was contacted in San Francisco as the Lions prepared to play the 49ers in Saturday's NFL National Conference playoff game. Sims said he did not know Bret Lerner, but appeared unruffled by Lerners remarks. "Thats probably because any time an athlete thinks of himself as a businessman first instead of running the football, theres always a problem. So whatever he says is his business," Sims said. I think I know what Im doing. And as far as what he thinks about my IQ, he can shove it . . . Alvin N. Lubetkin, chairman of the board of the club, Saturday issued a statement. "Obviously these statements do not reflect the thinking of our ownership, management or staff, the statement said. "This was a dumb mistake by a young kid. He is very inexperienced at public speaking and we accept the responsibility for hi;i comments." The statement also said, "Bret Lerner knows that his statements were inappropriate and has subsequently offered his resignation. At this time we have chosen not to accept it. However, we have placed him on probation for SO days and will review further action after that period." Lerner, 22, the nephew of Gamblers Chief Executive Officer Bernard H. Lerner, later apologized for the comments. "What I said about Billy was to- - tally uncalled for, Lerner said late Friday after making several controversial remarks In a speech to a Kiwanis Club meeting in nearby Baytown, Texas. "I thought it was an informal atmosphere, Lerner told the Baytown Sun. "I was there to try to represent our team the best way I know how. I was just trying to meet people and sell some season tickets. I was just saying it jokingly and didnt mean anything bad by it. Lerners uncle emphasized his nephews comments were not representative of the clubs thinking. He said he did not know what effect the comments would have on ticket sales, but he was sure they would cause headaches for the new club. "What can I say about the comments? Theyre dumb. Hes a kid whos green behind the ears. I gave him a job and told him hed be a clerk forever until he got his degree, the elder Lerner said. "Everyone is going to see it. Detroit is going to see it and make a big deal of it. Billy Sims will see it. We'd like to talk to Billy and explain it all, but the court ruling says we cant have any contact with him. Im just sick about the whole thing." When asked what action might be taken against Bret Lerner for his comments, his uncle said: "I dont' know. I could kill him, fire him, but you can't crucify a kid for life because of one dumb mistake. That's not going to solve anything." Doug Kelly, coordinator of information for the USFL, called it an unfortunate situation, one where he (Bret Lerner) thought he was speaking in, shall we say, a close circle. Hopefully, there will be no lasting damage." In addition to commenting on Sims intelligence, the younger Lerner also said Thursdays signing by the Gamblers of former Houston Oilers wide receiver Ken Burrough would provide the new team a deep offensive threat.
