Skepticism about the proposed Lake Valley City abounds among Salt Lake County mayors. A sampling of opinions Tuesday found mayors worried about future growth of their cities, concerned about the motivations for the proposed city, ani uncertain about its viability. Annexation Raids Lake Valley City would taue in almost the entire unincorporated area of Salt Lake County and have a population of 235,000. Supporters say incorporation as a city is the only way they can protect themselves from annexation raids by the existing cities. The idea was proposed Monday in a meeting of the Salt Lake County Commission. A similar plan was defeated by voters in 1978. Its just an amorphous blob. Where would they hoid a parade? Every citys got to have a center, said Salt Lake City Mayor Ted L. Wilson. Blocking Expansion His city has a stake in Lake Valley City since it would block Salt Lake Citys planned westward expansion. Sexual Favors Salt Lake County commissioners passed the ordinance Nov. 20, 1978, to prevent the sale of sexual favors and prostitution in establishments holding themselves out to the public as massage parlors. The prohibitions contained in the ordinance are, in the estimation of the commission, the only effective way to deal with the problem in that particular setting, the ruling noted. The parlors brought suit before the effective date of the ordinance and gained a temporary restraining order against enforcement By Dec. 14, 1978, the order was lifted, except for sections dealing with opposite sex massages and the storing, serving and consumption of liquor in county-license- d parlors. The appellants argued that the ordinance in question regulates massage parlors to the point of suppression or prohibition. . . Hansen could not be contacted for comment. Rep. Marriott said his anger over Rep. Hansens appointment to the Interior Committee also surfaced because the decision was made while he was in South America on committee business. He said when he returned to Washington Sunday and learned about the appointment, he tried to get Rep. Hansen to go before the Committee on Committees to reverse the decision. But, he concluded, the committee selection work had been completed, and it was too late to reverse the decision, especially since the appointments are expected to be announced officially sometime this week, said Rep. Marriott. Originally, Rep. Marriott said he tried to work out a move to the Ways and Means Committee, since he expected to have an urban district when Utah is reapportioned. The plan was that if I made the move he (Rep. Hansen) would either replace me on the Interior Committee or get on the Armed Services Committee, he said. Utahs senior House member said Rep. Hansen seemed to be the most logical person to hold those seats because Hill Air Force Base would be in his district and the new seat in the state would have more interior matters in it. Botulism Victim Improves et 1 has been stayed for two years by a restraining order; now the local governments may presumably begin to enforce it against as many as 140 licensed massuers and masseuses. Appellants failed to show the county had usurped its statutory authority by banning massages of men by women, or women by men, the decision held. Further, the parlors failed to show the Mines and Mining subcommittees. Rep.
