Show Instead of five U.S. passports to be valid for 10 years Borcover Iy Alfrd Tribune Writer Chicago CHICAGO When Elmo Poole walks out of his office Oct. IS, he will have overseen the issuance of more than 4 million passports. Poole, who has been in charge of the U.S. Passport Office here since November 1986 is taking leave before retirement. Dunng Poole's tenure the passport office has moved from the paste pot to the computer age in passport processing. He has been with the State Department since 1954 He has seen changes aplenty, but the latest one will take effect after he leaves office. President Reagan signed legislation Aug. 24 that will make the UJ. passport valid for 10 yean, instead of the present 5. The law is awaiting publication in the Federal Register. The effective date of the new passport has not yet been set, but the first of the year is the guess. The new fee is expected to be $35 for adults, $20 for juveniles under 18 (good for 5 years). Both are subject to a $7 execution fee. The renewal fee is expected to be $35. Those who want to save money and get the current passport for $10 and an execution fee of $5 should do so soon, Poole advised. In 1966, when Poole came to Chicago, the passport was good for three years and renewable for two more In 1968 the passports life was extended to a full five years. "When 1 first came here, we had Poole very primitive equipment, recalled. For instance, in, the olden days we applied the great seal to the photograph with one machine, then we applied the legend that goes down the side of the photograph with a separate machine. This was replaced by one machine operated by one person replacing two machines and five persons. "We used to e hand-glu- machine readable the photo- passport we changed the inside radically, he continued. Also, with the machine readable system program weve gone essentially from a manual to a highly automated production sys graphs in the passport. I mean take a brush out of a big glue pot and paint the back of the photograph. Then we'd place the photograph in the passport. We used a hand iron on a wool setting to make the special glue adhere quickly. Then we used a label pasting machine. We never got away from that until we got to our modern laminated passport, Poole said. The computerized Travel Document Issuance System (TDIS) arrived in September 1981 and produces a machine readable passport (MRP). This new system had been in the works since the jumbo jets took to the skies and immigration and customs had 300 to 400 arriving passengers to screen at one time irstead of 100. Gone is the large book listing questionable persons from all parts of the world. Now thl names are in a computer and when a name is entered, the information is displayed on a screen. On the machine readable passport, the front cover will be inserted into a little slot and the computer will read the passport. OVER THE YEARS, the color and size of the book changed. We had the 1976 Bicentennial passport that changed the color of the pages and the word Bicentennial was printed in silver on the blue cover. In 1977, the passport size was changed so it would fit a mans shirt pocket. We also began to use French in the passport in order to adhere to an international treaty in which the signatory nations agreed to issue their passports in their own language plus either French or English," Poole said.
