Show 2 D The Salt Lake Tribune, Saturday, August 7, Salt Lake and Intermountain Area Obituaries 192 Officers Arrest Assault Suspect in A cooperative effort among police departments Salt Lake City, West Valley City and Sandy has resulted in the arrest of a Sandy man suspected in a number of kidnappings, robberies and sexual assaults. Steven W. Cullum, 8504 Judy Drive, Sandy, charged with two counts of aggravated kidnapping, two counts of aggravated robbery and two counts of aggravated sexual assault, was arrested early Friday by West Valley City detectives at the Westerner Club, 3360 S. Redwood Road, after he was recognized by a woman he allegedly attacked during a convenience store robbery several weeks ago The charges, filed by West Valley and Sandy detectives, stem from a July 25 incident at a Sandy bus stop and robberies at two convenience stores July 25 and July 29. In a complaint signed by Sandy Detective W. L. Jeffery, Mr. Cullum is charged with aggravated kidnapping after he allegedly forced a woman into his car at a bus stop at 9400 S. 1975 East. The woman wrestled a gun away from her attacker and escaped. In a second complaint, signed by Sandy Detective Mark Nosak, Mr. Cullum was charged with aggravated robbery and aggravated sexual assault after the victim identified him in a photo lineup as the man who allegedly robbed her while working at a convenience store in the city and then forced her to commit sodomy at gunpoint. A third complaint, signed by West Valley City Detective William Heath, charges Mr, Cullum with aggravated kidnapping, aggravated robbery and aggravated sexual assault. Costa Rica suffers from a bad image, he said. People tend to project the instability seen in El Salvador on nearby Costa Rica, which is a fourth of Utahs size, but has a million more people. The result is an economic mess for Costa Rica, Mr. Zumbado said. Economic conditions are depressed substantially due to the convulsions in El Salvador because its difficult to attract foreign investment, he explained. But Costa Rica has a stable democratic government, he added There is no army. The country has one of the highest literacy rates of Central America. The life expectancy is 72 years. And there is no revolution, Mr. Zumbado emphasized. Costa Rica offers an opportunity to the United States to shore up democratic institutions in Central America by providing economic assistance to Costa Rica and preventing further financial deterioration, Mr. Zumbado maintained. Bernard announced Friday his withdrawal as a candidate for leaving eight newcomers to vie for the post in primary and general elections. Judge Bernard has served in the Kearns area Precinct 3 since May of 1973. The precinct covers the bulk of the west side of Salt Lake County. The caseload represents 25 percent of the county's total cases in tile seven JP precincts, he said. Judge Bernard, 70, said he decided to leave office because of the rising caseload combined with his age. His wife, Milly O. Bernard, resigned effective Aug. 1 as a member of the Utah Public Service Commission. The JPs term will expire Jan. 1. In a letter announcing his withdrawal as a to a four-yea- r candidate for term, Judge Bernard said he sought to provide a "people's court. He described that as a court wherein fairness, equality, compassion and understanding could be a court where the prime extended to all consideration was corrections, not high fines nor long jail sentences. Smith and supported a resolution seeking state funding to attack the grasshoppers. The resolution approved Friday by the Salt Lake Council of Governors will ask Gov.
