Administration Measure Guarantees Government Will Compensate Private Pri-vate Owners and Keep Roads in Good Condition. Washington. The American railroads rail-roads are not to be turned back to their private owners until congress decrees, de-crees, under the terms of the administration's admin-istration's railroad bill introduced January 4. The measure, introduced in the house after the president made his special address to congress, carries behind be-hind the full weight and influence of the chief executive. Section 13 of the measure reads : "The federal control of transportation systems herein and heretofore provided pro-vided for shall continue for and during dur-ing tlie war and until congress shall thereafter order otherwise." The bill was introduced by Chairman Chair-man Sims of the house interstate committee, com-mittee, who will handle the legislation in the lower branch. The measure is understood to have been prepared after consultation with Director General Gen-eral McAdoo. It-"carries with it cruarantees that the government will compensate the private owners on the basis of the "net railway operating income" for the tnree years ending June 30, 1017, stip-unlates stip-unlates that the government shall maintain the roads in as good condition condi-tion as they have been in under private pri-vate control; and authorizes the use of government funds up to $500,000,-000. $500,000,-000.
