DOT Administrative Services Director Vernon Stevenson said a fast track design and construe--tio- n scheme will be employed, supervised by a managing contractor and architect, in which design work will lie moving along just ahead of carpenters and stone masons The plan should keep work moving along as fast as appropriated funding will allow, and ultimately save as much as $? million that would have otherwise been eaten up by inflation during a conventional construction program, he said. Occupancy is expected in January, 1981, some 10 months sixuier than the traditional construction method would have allowed, Mr. Stevenson said.
