Mondale of fighting behind the scenes for special interest groups and politicians And it said it has been told that under a national water policy being formulated, federal projects from already authorized by Congress will be exempt the environto restrictions new protect stringent ment, even if construction has not yet started In addition, it said, the Interior Department plans to recommend that the projects be financed with federal money loaned at 3Wi percent interest instead of the prevailing market rate.
