Show r mtM , SOUTHERN UTAH NEWS WEDNESDAY AUGUST 23, 2000 Opinion Guest Editorial Dear People of Kane County: I would like to explain a little bit about the current roads agreement to those who can control their emotions long enough to think clearly. The new roads agreement will read "to place Title V easements over the top of existing RS2477 asserted rights in perpetuity" (forever). On roads, we agree to keep all RS2477 asserted rights, and all other roads not covered by Title V. Those RS2477 rights can be brought forward at any time, but the people of Kane County would have that control. If the need arises to change that road in the future, say from dirt to pavement, then Kane County would submit an amendment to the Title V. If it is denied, then we would take the RS2477 assertion, along with all other documentation to court for a ruling on that road. If the court rules in our favor, we would be able to pave the road. If we didn't win in court, we would still have the road under Title V. Without Title V, we would lose the road. This agreement puts Kane County in control of both the financial and the legal readiness of our future road battles. If you will remember back to the large meeting we had at the high school, I made a motion not to sign the roads agreement that was before us, but to continue a close working relationship with the BLM and the Department of Interior. It was because of that meeting that the monument manager was able to put the correct language into a good agreement.
