Staircase-Escalan- te Institutional Trust Lands Administration's initial response to the proclamation of the monument. Specifically, the size of the monument, based upon the concept cf the protection of archaeological sites, is ill advised. The preliminary assessment shows the rites documented so far are no more numerous, or of greater significance than the rest of the Colorado Plateau. , As far as I'm concerned, this is further evidence that little forethought went in to the size and location of the monument," says David Terry, Director of the Trust Lands Administration. This simply does not fit the test of law in creating a monument based on the smallest area compatible with the proper care and management of the objects to be protected My belief is that fabulous archaeological rites remain to be discovered on federal lands and on trust lands, both inside and outside the monument. These must be protected and receive full accredited scientific investigation," according to Terry. It is the policy of the Trust Lands Administration to neither announce the discovery nor location of archaeological sites. We also prosecute those who disturb them." oy 5-J- oy Hr We thank the Utah Geological Survey for providing an- rnimurnmin RKraeasaxs So.
