Five Escape Injury In Helicopter Crash Mr. William Rhoadarmer, of transportation for Energy Fuels Nuclear, Inc. reported that a Bell Long Ranger helicopter, belonging to the Fredonia, Arizona based mineral exploration and development company experienced a forced landing on Thursday, Feb. 24, in a remote area of the Arizona Strip District Southwest of St. George. Utah. Five Energy Fuels Nuclear employees were on board. There were nq injuries. An aircraft. This compared with a statewide average property tax burden of $547 on a $75,000 of current home, or 0.73 market value, during 1982. These were some of the facts disclosed by Utah Foundation, the private tax research organization, in their latest analysis of comparative property tax loads in the state. The report shows the average property tax in about 137 different communities located in the 29 counties of the state. According to the study, the differences in the property tax on similar properties located in different areas of the state is the result of (1) differences in the value at which the property is assessed for tax purposes and (2) differences in the tax rates which are applied by the various units of local governments. The assessment levels on improved property in Utah ranged from a high of 20.29 percent in Piute County to a low of 12.04 percent in Juab County last year. The total tax rate varied from a high of 93.75 mills ($93.75 per $1,000 assessed valuation) in one area of Draper City to a low of 37.83 mills in an unincorporated area of Garfield County. This combination of different assessment levels and differ- $75,000 Irrigation Ditch Waters Flood Nursing Home The Nursing Home in Kanab was flooded Sunday, 27. when the irrigation canal behind the nursing home backed up and flooded over, about 3:30 in the afternoon. During a recent windstorm, tumbleweeds, tree branches and other trash were blown into the ditch. Water had been turned into the ditch from Kanab Creek to fill reservoirs, and because of the trash in the ditch, the ditch was quickly filled. It was a large gopher hole in the ditch that released the flood waters. The hole was above the normal water line, however when the water started backing up because of the debris, it began escaping through the gopher hole. Legislative Report Greetings from the House of Representatives at the State Capitol. As the seventh week quickly approaches, there have been many proposed laws which have come before the legislature for consideration and which have met with enough opposition to keep them from becoming laws. Some of these bills are of significant importance to you, as taxpayers. Some of these bills which received the axe were: H.B.8 This bill sought to give the State the authority to maintain minimum water flows in streams and public waters. It also restricted use of public waters to beneficial purposes as deemed by the State. H.B. 195 This bill was a very hot issue here at the capitol. It concerned the restriction of entities engaged in the refinement, distribution. and sale of motor fuels from discriminating in pricing of fuels sold to independent operators. This bill received 3 days worth of consideration in committee, but did not pass out favorably. (Coadnaed on page eight) The residents and patients at the nursing home were evacuated to the hospital. The fire department and city police were called. The charge nurse called the bishops of the LDS wards and they in turn called the Elders quorums. The study indicates that property taxes are equal to less than 1 percent of the current market value of a home in all areas of the state with the exception of four municipalities in Salt Lake County. Draper (1.05), So. Jordan Sandy (1.03), (1.03), and Riverton (1.01 percent) are the only places with property taxes exceeding 1 percent of current market value. Enactment of new legislation by the 1982 Legislature and approval of a constitutional amentment by the voters in November 1982, will change property assessments for different types of property in 1983 and subsequent years. Some members of the volunteers even stayed to help the hospital housekeeping people finish mopping and sanitizing the nursing home. Dunn Construction performed the demolition and the debris has been hauled away. Some items from the old facility were kept and will be displayed. ilxty-tw- o Commission Takes Bids; Discuss Courthouse The Kane County Commissioners met Monday, Feb. 28 to take bids on county insurance for county building and vehicle liabilities. Five bids were presented. It is apparent that the Barton Leavitt Agency in Kanab is the low bidder. However, the Commissioners will study all available options before the bid. expenses were incurred by the Commissioners because of the restraining order on the demolition of the old courthouse Utah obtained from the Supreme Court by the Friends to Save the Courthouse committee. The restraining order was dismissed as a "wrongful injunction". The expenses were for the mobilization charge of the Dunn Contractors having brought crews to the old courthouse, then being restrained. Expenses will be billed to Dale Oarkson, Steve Weidner, and Thayne Smith, the three plaintiffs named in the injunction. In other business, the Glen Canyon Special Service District representatives told the Commissioners they want to annex section 24, wiiich is directly south of the district. The Commissioners passed a resolution to annex the section. A public hearing will be held on the resolution on March 28. Glen Martin of KC Plumbing in Kanab spoke to the Commission regarding contractors license requirements, specifically for plumbers and The County's electricians. stand has always been that the contractors must be insured and will build according to code. The rate was changed for lodging for county personnel. It was raised from $25 to $30. Attorney Kirk Heaton asked for additional staffing in his office. He requested more legal help. He will investigate options of full or part time help or hourly; then report back to the Commissioners. Wendell Heaton from the Kanab Irrigation Company was present regarding the liabilities of the broken ditch behind the hospital, which flooded the nursing home last Sunday. Mr. Heaton said he was not sure if the irrigatior company was liable.
