This integrated curriculum included Drafting, Building Construction, Power Mechanics, and Metal Fabrication (includes welding, machine tool operation and auto mechanics). This ISP program is now being taught usually in a block at Kanab High School by Mr. Vance and Mr. Spencer. 10th in Series by Supt. Swallow & Staff "ISP" is a term that has become well known to vocational educators during the past few years. A few years ago, Mr. Lloyd Vance was one of seven educators selected by the Utah State Board of Education and Utah State University to develop a vocational curriculum for small high schools called Integrated Shop Program." Under the direction of these Mr. Vance also teaches a popular block in Industrial Electricity for Juniors and Seniors. Let's see: "It takes D.C. to make A.C. Even though 90 percent of electric current is A.C., it takes D.C. to energize the field poles of A.C. (alternating current). This is because only D.C. (direct current) will produce a permanent magnetic field." These are some of the first fundamental concepts in this course. Basic elements of the course include construction wiring, commercial and house wiring, motors, generators and electric controls. Mr. Vance received his M.S. degree in ISP and Industrial Education at Utah State University in 1974. He had received his B.S. degree from Utah State University in 1951 with a major in Industrial Arts and minors in Secondary Education and Woodworking. He also he attended BYU for one year. In 1956-5completed an electronics course (1500 7 hours) at the Radio Institute, Inc. in Salt Lake City, qualifying as an Electronics Technician. He also taught at this institute just before coming to Kanab in 1958 as a licensed electrical contractor. He started teaching at Kanab High School in 1967. Mr. Vance served six years with the U.S. Navy in both World War II and the Korean War. In World War II he served aboard the battleship U.S.S. Nevada and participated in the Normandy Invasion and the Southern France Invasion. He was also in Iwo Jima, Phillipines, and was in Okinawa when the war ended. As a reserve he was recalled for the Korean War, serving in Tacoma and Seattle. Mr. Vance is originally from Fairview, Utah and graduated from North Sanpete High School. According to Barker, Baucam also said that UP&L was unwilling to negotiate with the Federation because the Federation only has jurisdiction over the outlying, unincorporated areas in question and therefore would be unable to bond and finance the purchase. The Agency, on the other hand, represents the cities and towns in the area and would therefore be able to raise the money. "Baucam told me that UP&L is concerned about the legality of the Federation with regard to financing the purchases," Barker said.
