Show A2 Thursday, November 4, 1 999 Davis County Clipper r WX production of 'Joseph' a community effort BY ADAM COLSON Clipper Staff Writer County leaders seek input on 2000 budget BY MARK WATSON Clipper Staff Writer FARMINGTON If county residents are concerned about the way Davis County leaders plan to spend tax money during the year 2000, they can voice those concerns at a public hearing on Dec. 13 at 4 p.m. at the county courthouse. By law the commission must approve a final budget by Dec. 15. County Clerk Steve Rawlings said the budget will be available by Thanksgiving, and citizens can see it at the clerkauditor's office at the courthouse. That will give us two weeks until the public hearing; Rawlings said. County commissioners approved a tentative budget Monday which would include a tax increase to build new county libraries in Syracuse and Centerville, and expand the libraries in Bountiful and Layton. County residents who live in the library district, which includes all of Davis County except Kaysville City, would see their property tax increase. For example, a person who owns a $157,000 house would pay $13.64 more in property tax per year. The higher tax rate would continue indefinitely. We want the public to know we are proposing a tax increase so we can start the dialogue now, said LaMar Holt, an auditor for the county.. The county plans to advertise the proposed tax increase in newspapers on Dec. 1 and Dec 8. "This gives the public some time to express their concerns to the commissioner prior to the approval of the final budget. The commissioners are open to comments from the public. If there were a significant outcry against the tax increase, it may influence what they do, Holt said. The tentative county budget totals about $60 million. About $30 million is used in the general fund which includes about $15 million for public safety. The health department budget totals $8.9 million. The county will pay off its bond to build the new county jail in 2006. This year the county will earn $1.7 million from the jail system and will pay that same amount on the bond. The county has $2.3 million in reserve to be used later when a balloon payment comes due on the jail bond. The county has a $3.4 million balance in its enterprise golf fund and expects to have that same amount at the end of 2000. The county anticipates earning about $1.7 million from its two golf courses next year, and spending that same amount on the golf courses. By the end of 2000, the county will have $3.7 million in a conference center" fund. This money was earned through taxes, and is earmarked only for tourism-relate- d projects. There are no plans to use this money in 2000, but that could change. The county maintains about $3 million extra in its general fund to ensure a strong bond rating and provide for emergency funding. The county anticipates a 5 percent increase in revenue from property taxes, but expects a decline in revenue from contracts and grants from federal and state governments. County officials have been working on the budget since mid July. About 20 departments submit their proposed budgets to a county budget committee which compiles the figures and presents them to the commission. Local WOODS CROSS Woods Cross High Schools production of Joseph and the Amazing Technicolor Dreamcoat has been a real community effort The show, which opens tonight and runs h school record nine nights, is really a combination of efforts on the part of students, faculty, parents, alumni and families in the community. Ive never been in a school... where the production is so much a community effort, said Janet Cook, a drama teacher at the school and director of the production. About 140 Woods Cross High School students are cast in the production, along with about 35 elementary school children from Bountiful and Woods Cross. We used (elementary) kids last year (in the Wizard of Oz). We really enjoyed them, Cook said. Its been very easy. The kids want to be here. The parents are very supportive. As for the high school students, Cook said shes never had so much talent before in a group of students. Casey Elliott (a junior who plays Joseph) is really good. Hes been a delight to work with. The 11 brothers have been really fun. The brothers and their wives have some great dance numbers. Cook said that after auditions last spring, everybody just fell into place, except for two roles: Jacob and one of the brothers. She knew a couple of alumni that might work and they auditioned for the audition panel. Various members of the schools faculty are also helping with the production as well. Cook especially praised art teacher; Lester Lee. I call Lester my magician, Cook said. He brings everything to life. Lee designed the set and turned some of his students loose on it. Lee said about 20 of his painting students spent over 100 hours painting the set. Becky, who is a personnel administrative specialist for the Utah National Guard also treated a man who had slit his wrist at boot camp at Fort Jackson, Clipper Staff Writer LAYTON Four people are alive today because of the efforts of old Becky Guthrie. The Layton High graduate had the necessary training and was in the right place at the right time to perform lifesaving heroic deeds on three different occasions. The most recent was in March. I was driving down the freeway between Kaysville and Farmington d when a car a truck, ejecting a child through the windshield and pinning the driver of the car behind the steering wheel. I could hear the baby crying, but the mother was not breathing. I pulled her out of the car and treated her for shock and then did CPR! Becky said. Becky's efforts revived the mother, and then she treated the baby! I bandaged her and got her to quit bleeding. Becky said. Every time I came across something Egyptian I kept it. We used them all - The South Davis Civic Chorale will present its annual Messiah concert at Woods Cross High School on Dec 11 and 12. Each performance will begin at 7:30 p.m. The Chorale and Orchestra are rehearsing under the expert baton of Sterling Poulson. Poulson is a familiar face on local television and is well known for his weather forecasts as the meteorologist for KUTV Channel 2 News. He is also known in the Salt Lake very fulfilling!5 Aside from students, alumni and faculty, some of the parents are also getting into the act. A couple of fathers with Harleys are coming in as Hells Angels at the end Cook said. Theyre probably both suit and tie guys. They said their fantasy was to ride their Harleys in a for ideas. The students and Lee spent about an hour and a half each day for 40 days to complete the set Then Lee spent another 40 hours himself on the project. Theres nothing better in Davis Countyl Lee said. Lee was recently named as presi- school. dent of the BountifulDavis Art Centers board of directors. His work has been printed and distributed Another parent, Julie Hilton built most of the sets. I told what I was dreaming and she did everything from platforms, to Potiphars tent, to stairs. Then Lester (Lee) brings it all to life. Hilton also built a chariot, a pyramid and, with the help of her engineer husband, a rope bridge that spans the orchestra pit for the prologue, then collapses so that its not in the way during the remainder of the play. Finally, the community at large also helped out in several ways, including internationally. Cook herself has spent countless hours working to make her vision a reality on the stage. This is Cooks third year at the school. Before being hired at Woods Cross, she directed several musicals with the Granite School District, and various community theaters in Idaho and Oregon. I taught in Idaho for a while, then stopped to raise four children, Cook o cLet Us Light Up financially. o Cook said. Were The school doesn't help us. NSL at 7:30 p.m. with a 2 p.m. matinee Nov. 13. It's unfortunate that we're working against each other like that, Cook said. We cast last spring, and 1 thought it was well known. Besides the two performances of Messiah at Woods Cross High, he will also direct the Annual Channel 2 Angel Tree Concert on Dec 4 and the Choral ARts Society of Utah performance on the Temple Square Assembly Hall Music Series on Dec 7 As in the past, the price of admission to the South Davis Civic Chorales performance of Messiah, is a can of food or item which will be donated to the Utah Food Bank.
