The franchise tax is a bills for your government to raise your taxes. When Utah Power and Light was granted a rate increase, your tax went up too. All the news media carried the information about the rate increase there wasn't a word about the added amount youll be paying in tax. A tax can be taxed. Schools are not exempt from the utility tax. You will be asked to increase the schools budgets so that they can pay higher utility bills caused by the franchise tax.
