In almost any edition of the Sun Advocate, you can read about area politicians. We write stories on the laws they pass, the decisions they make, and many times we cover the battles they face. But there are many powerful people behind the scenes orchestrating the battles and doing the work credited to the more familiar names in the news. Mention the name Harold Marston, and you evoke an immediate reponse from most people. He has lived here all of his life, with the exception of eight years while he attended the University of Utah and worked for a short time in Salt Lake City. Beginning in 1978, he was as real estate developer, responsible for many of the commercial projects in Wellington. His first government job was chairman of the countys planning and zoning department. In 1984, the county needed a county planner. Because of his background in real estate and his experience in planning and zoning, he was assigned the position. Recently he joined Eastern Utah Incorporated. It was there his influence in the county really blossomed. He now represents the county as he deals with such state agencies as the Utah State Land Board, the Division of Oil Gas and Mining, and he also represents the county as he helps the cities of Price, Wellington and Helper apply for grants and loans from the Community Impact Board. Ilis list of accomplishments is long and distinguished. He has been the director of such developments as the construction and financing of Ridge Road. Marston is an enigma. He was chairman of the Carbon County Republican Party, but he rubs elbows and drinks coffee with some of the most powerful Democrats in Utah on a regular basis. He explains how he does it by saying it helps Carbon County to have someone here that is a member of the dominant party. George Bush is a Republican president, but Mike Dmitrich and Omar Bunnell are our representatives and they are Democrats. I dont vote for the party, I vote for the man, he said. Marston admits he has a strong belief in a system. The approval for a recreation district and fue district came quickly, but not without some opposition. Commissioner Dixie Thompson said she was reluctant to pass the resolutions without having documents detailing what the districts would do. When Clyde Thompsons motions to pass the resolutions failed to achieve seconds, commission chairman Mark Justice stepped down to second the motion and voted with Clyde, while Dixie voted nay. She noted that she did not object to the district, but did not have enough information to make an informed decision. Both districts have authority to impose a tax or bond upon approval of the electorate. Boundaries for the recreation district include Green River, trict board, with Sheriff Lamar Guymon retaining a position as well. A representative from each municipality will be appointed to the recreation district board. Commissioner Dixie Thompson questioned whether a broad description of services was sufficient basis to make a decision. Justice replied that a public hearing had been held, it had been discussed and they were ready to make a decision. According to a legal advertisement published in the Nov. 12 issue of the Emery County Progress, the fire district will be authorized to provide fire protection within the district, together with acquisition of necessary facilities, appurtenance and equipment. The recreation district is charged with providing recre- ation facilities, grounds, equipment and programs to the areas within its boundaries. Marston is the power behind the powers in county politics. and he almost single-handedl- y put together the purchase of the land needed for the new golf course expansion. Now that he is behind the countys drive to build a new jail and public safety building, the project is finally beginning to move. Once East Carbon Development Corporation goes into operation, Marston will restrict his county responsibilities. But dont think he will user fees, transfer of govern- ment funds and mineral lease funds could finance the district projects as well as operation and maintenance costs. At the hearings for both districts Nov. 20, several speakers questioned financing for the districts. At that time, Commissioner Justice said the county has on order approximately $700,000 worth of fire equipment. Through creation of the fire district, funds could be sought from the Permanent Community Impact Board. He said the county does not anticipate borrowing money. At the hearing, Bruce Funk suggested that the districts be placed on the ballot so they could be fully understood and debated. Gene Hess questioned why some properties were excluded from the district and pointed out that in Carbon County, cities had provided recreation projects. Justice explained that Justice pointed out that Huntington, Cleveland, Elmo, a portion of Hiawatha and Utah Power & Lights Hunter and Huntington Plant sites. The fire district will encompass all of Emery County. An administrative control board for each district will be appointed by the county commission.
