Show Sun Advocate, Price, Utah 7A Tuesday, October 16, 1990 f i Wlfl'IWiI Taxpayer rights laws change tax procedures in many states t Since the enactment of a taxpayer bill of U.S. Congress in the rights by 1988, at least 10 states have approved similar legislation affecting the administration of state tax laws. In addition, several other states have consolidated existing laws and administrative procedures to accomplish essentially the same purpose. These facts were reported by the Utah Foundation, a private tax research organization, in an analysis of taxpayer rights legislation throughout the United States. She was also footprinted for posterity, adding hers to , more than 250 imprints in cement, malting this the largest collection of personality footprints in history, surpassing the famous Chinese theater in Hollywood. ORafferty is a resident ofCleveland and is an occupational therapist at the Castle Country Care Center in Price. She has doubled for such notable stars as Doris Day, Ann Margaret, Julie London, Sarah Lane and Roberta Shore and has appeared in countless films and TV shows, including The Virginian, Emergency, Kitten With a Whip and The Thombirds. She appeared as a stuntwoman in practically all the western TV series, such as Lawman, Cheyenne and many more. ORafferty was married to a stuntman named Jack Tyree, who was killed performing a high fall on a feature film entitled The Sword and the Sorcerer. During her visit to the Hall of Fame, she donated several pieces of memorabilia, including a can of 16mm movie film of the Kitten With A Whip, a stuntwomens association emblem patch and a shirt that was used in The Incredible Hulk TV series (the one that always got tom when he was changing into the character). She also donated several rare stills ofherself with well known personalities she worked with. ORafferty expressed her enjoyment in being honored by induction into the Hall of Fame. This makes 92 worthy recipients of this award. The conference, open to all seniors, is scheduled to run from 8:30 a.m. to 4:15 p.m. Professionals in the field may also attend. When taxpayer bill of rights" were first proposed, many tax administrators viewed them with skepticism and apprehension. It was feared that such legislation would impede effective tax collection. As the laws have develped however, tax administrators have begun to view them in a more favorable light. One state tax administratior recently observed, Taxpayer rights are the heart of good tax administration a pledge that the tax laws will be administered with fairness. but was not approved. Rather, the matter was referred to the Interim Legislature, Committee on Revenue and Taxation for further study. The main purpose of taxpayer bills of rights," according to the foundation, is to put the taxpayer on an equal footing with the tax collector and to protect the rights of citizens without handicapping the tax collection system. Although the specific provisions contained in the federal and state taxpayer bills of rights vary, there are several common themes: 1. Restatement of fundamental principles of fairness, uniform application and procedural notice in the administration of tax laws. 2. Enhancement of taxpayer comfort levels by ensuring basic rights in tax matters. 3. Recognition that the use of liens, levies and seizures is an extreme measure in the collection of taxes. 4. Improvement of taxpayer assistance and education programs. 5. Evaluation of tax collection agencies. Foundation analysts point out that for the most part, taxpayer right laws have not .established major new rights for the taxpayer. Rather, they have tended to codify and publicize existing procedures and regulations.
