Show Tuesday, May 24, Federal spending climbing in Utah Federal spending in Utah climbed by $204 million, or 3.7 percent during the fiscal year tended Sept. 30,1987. This sum was equal to $3,396 for every man, woman and child residing in the state and represented about 31 percent of the total personal income of the state. The study notes that per capita federal spending in Utah was significantly above the U.S. average in 1970, but was well below the national average in 1983. A major reason for this shift in federal spending away from Utah during the 1970s and early 1980s was the increased emphasis on social programs during that period. For the most part, Utah does not participate in federal social programs to the same extent as many of the other states. Since the early 1980s, federal spending policies have placed more stress on defense spending. As a result, per capita federal expenditures in Utah have moved up from 89 percent of the U.S. average in 1983 to 99 percent in 1987. Utahs economy has a strong orientation toward defense industries.
