Mayoral Issues Still Boil by Lance Gurwell Green Sheet Staff Writer issues came to the council - i lost recently the decision to build a new 7 million city hall in Granger park at 3600 West and 3500 South. In an earlier vote, both supported the site, but two weeks ago whin the issue again came before the council, Embley voted against a motion reaffirming the councils decision to build the building at the Granger site, suggesting instead that the council delay the decision for an undisclosed period of time - time enough, one might conclude, to allow the new council to be seated, an action which some believe infuriated the mayor. The new council will consist of Leland DeLange, Pete Winder, Embley, Brent Anderson, Janice Fisher, Duane Moss and a $5-$- OATH . . . Mayor-elec- t Embley is scheduled to Mike take the oath of office Monday. WEST VALLEY. Mayor-elec- t Michael R. Embley told the Green Sheet that in an executive session following a December council meeting, he was verbally attacked in a malicious fashion by Mayor Jerry Maloney. Its no secret that Maloney has found h :S upset defeat by Embley in the mayors race last month hard to swallow, and Embley said the mayor seemed to want to get rid of his frustrations during the session. The pair more often than not were on opposite sides when controversial 'At Its Earliest Convenience' Council Could Consider Site For City Hall Again by Lance Gurwell Green Sheet Staff Writer WEST VALLEY. When the City Council, squeaking by with a simple majority vote, recently its decision to build a new city hall on the Granger park site, many started wondering if the decision should be put off and made by the new council which takes office on Monday. And one which could hold just two supporters of the Granger site. Some, in fact, believe the new council will try to flex its muscle and force another look at the issue -which.has already been under-stud- y for nearly two years - possibly moving it to another site. -- As it stands, construction will be getting under way next spring at the Granger site with a three-stor- y building (a basement level and two additional floors), which would sit diagonally across the 3600 West and 3500 South corner of the park, of which it would consume 70 to 80 percent. Many feel the location leaves a lot to be desired as either a park or a location for the new hall, but the city owns the property, which sits on one of its worst intersections. There are, of course, vocal supporters on both sides. Councilman-elec- t who will take the Janice Fisher, seat of Claude Jones, who chose not to seek has made no bones about the fact she believes the new council should have made the final determination on location of the new facility. As a City Planning Commission member, she believes the council ig 'On Way Home' Officer Collars Robber But I just wasnt ready for a decision that night, said Embley, referring to a December meeting when to ignore public the council voted sentiment, recommendations by its Planning Commission and the professional opinion of an engineering firm it hired to evaluate potential sites, when it picked the park at 3600 West and 3500 West as the location for the $5 million-plu- s facility. Jay G. Jackson said at the meeting the decision had been put off long enough. Now is the time to make the decision, he said. Of the three sites studied by Paul Nelson Associates, planners and consultants to Scott, Louie - and Browning the engineering firm hired by the city to develop a site plan and architectural drawings, the Granger park site was rated as che poorest choice. It recommended property in the new West Valley park, while its second choice was at 2700 South and Westlakes Boulevard (3800 West). The West Valley park site was later ruled out by the council when it discovered federal funding for the park would be lost if the hall was built there. The council apparently ruled out the other site because it would have had to purchase the property, an expense it wont incur at Granger park because the property already belongs to the city. Jones has railed about the decision, saying its the worst decision the council has ever made. He believes the citys new $5 to $7 million building should be built at the 2700 South and 3800 West loca- nored a site evaluation report it presented to the city staff which showed the Granger site one of the worst of a dozen sites it surveyed. Mayor-eleMike Embley said he believes Mrs. Fisher will try to get the issue the council to yet again after it takes office on Monday. In an interview, Mrs. Fisher told the Green Sheet that she fears the issue is cut and dried, but did say she expects the new council to discuss the matter at its earliest convenience. Lame duck Councilman Claude Jones has opposed the Granger park site from the start. Saturday he told the Green Sheet that he might bd a candidate for Embleys vacant seat, which the council will fill by appointment after the first of the year. If he is appointed, he said, he wont instigate any action in that direction (seeking to get the council to the selection of the park for the hall). Besides, he said, he doesnt believe it would be necessary. I think there are other members of the council who will move in that direction, he said. Embley said, however, that hes not certain the council wouldnt still make the same decision even if it does the issue. There are a lot of good things about the Granger site, Embley said. First, he said, the traffic problem, which he admits does exist, would see quite a bit of relief when the post office across the street moves to a new loaction. The traffic will be lessened when the post office moves. There are more people using the post office than using the school every day, he said. 4-- 3 ct at-lar- tion.
