Since children were V not receiving adequate medical and 'J dental care under prevailing legis- lation m 1967, Congress amended the Title XIX section of the Social Security Act to include the Early and Periodic Screening Diagnosis and Treatment program. The EPSDT program is designed to meet the needs of the nations millions of Medicaid eligible children and youth from birth through 20 years of age. It is based on the philosophy that although not the only requisite for the development of a productive adult, good health is a ' basic factor. V. Untreated health defects lead to the dependency and perpetuation of the welfare cycle, and the Child 4 Health Evaluation and Care proA gram (CHEC) introduces eligible children into the health care system, makes services available before health problems become chronic and expensive to treat; and increases the chances that eligible children can become productive members of society and contributing workers in the labor force. EPSDT The Salt Lake program has been designed as a service delivery program which assures health care services both upon initial entry into the health care system and in follow-u- p treatment. The free program provides screening through quick, simple 'i City-Coun- ty checks and tests that show how healthy a child is; diagnosis by taking a close look at any symptoms to find out whats causing them; and treatment through proper care for any health problems that may be found health examination for children a health and nutrition history, a head to toe physical examination, a vision test, a hearing test, a growth and development check, immunization if needed, and urine blood and other tests as indicated. Dental screenings Include a yearly dental examination for children 3 years of age and older, and all children can see a dentist, as needed, for treatment of dental decay and disease.
