Crowding at the Salt Lake County Jail and increased drug traffic were addressed by Sheriff Pete Hayward as he spoke to the Magna Chamber of Commerce here Thursday. Noting the jail was built back in 1965 to house 325 prisoners, Hayward said it now houses on the average of 620 inmates a month and there were 20,000 people booked into the facility last year. There are officers of the street to enforce the laws, he said, but there is no place to put the offenders. Hayward went on to say that even when offenders are incarcerated, they very seldom serve a full sentence. People who are convicted of burglaries, assualts and larceny serve about six to nine months and they are back on the street, he pointed out. We are doing a disservice to the public if we tell them that we are going to have alternate programs rather than jail, he said, but it will cost between three and five million City-Count- The Redwood Multi-purpos- e Cash For Eyes Is Donated Christ! However, instead of the weekly sessions that were offered until June, the Redwood center only has blood pressure screening on the first Wednesday of the month from 3 to 4 p.m. The Magna center has clinics on the first and third Friday of the month from 3 to 4 p.m. According to Hal Golden, R.N., cardiovascular deaths are the major cause of mortality in Utah and in the United States. The risk factor and contributor to this statistic is high blood pressure. ' While it is estimated that one-fift-h of all adult Americans have high blood pressure, most dont know it is there because there are no significant symptoms. Another will be installed at the Pad 39 press facilty for use by the networks to monitor their signals originated there and to receive transmissions from other locations to be used in preparing their stories. Two others at central instrumentation will be used to communicate with other NASA facilities, to obtain weather information and to monitor communications transmissions. Hayward said the biggest problem is trying to find a location to put the jail, because no one wants it in their community. The reason we built the new section on the jail was because we couldnt find one community that would accept it, he added. According to Hayward, the projection for 1990 is that the county will be housing 1,000 prisoners but there is not one thing on the drawing board to address that problem. Hayward said the county is responsible for both the ar Action Team Functioning At Kearns JHS KEARNS. The developer requested a trial period to test the success of the concept before being required to improve landscaping on the site. The commission, however, required that landscaping be upgraded before cars are allowed on the site. They also said that no vehicle weighing more than one ton would be allowed on the site. Commission members indicated they did not want large tracks or recreational vehicles sold there. In another hearing, Robert Schofield was warned his plans would be held up contingent on property improvements which the commission claimed should have been made long ago. He came before the commission requesting a master plan amendment for property at 3545 W. 3650 South. The zoning would nI allow him to build a day on the site. care center However, the city staff reported Schofield had not put required sidewalk, curb and gutter improvements on an adjacent site when he came before the county for a development 12 years ago. Although no action was taken, the commission made it clear that further development would not be allowed unless Schofield complied with previous requirements. In other action, the commission approved the conditional use of a residential home for the elderly at 3265 S. 4300 West. Also approved were two zoning amendments. At 1400 W. 3100 South, zoning was changed from agricultural to one allowing for a business research park on about 19 acres of ground. The alto section includes Tash Dunham, Shea Gehrig, Lori Huffman, in- corporated and unincorporated areas and there is only one jail in the county and only one law enforcement. He further pointed out that the halfway house was intended to gradually integrate offenders back into the community, but there were convicts that were included in that program that shouldnt have been outside of the walls. There were people who had committed robberies, rape and murder who went back to the streets and so far, all we have come up with is a band aid approach, he continued, when we need to take a long range plan and implement it in five year increments. With regard to the war on drugs, Hayward said his department is winning the war, but not losing it either. He said he had pulled his men of of the narcotics strike force because they were not solving the problem and they were needed to deal with the street and school drug problems. There is such a tremendous amount of money involved in the drug traffic, Hayward said. I asked a busines man if he could lose $165,000.00 dollars and still be able to open the doors the next morning, but the drug operators are doing just that. He went on to say that he had recently been briefed on the flow of aircraft coming across the border under the radar screen at night and there was just a steady stream of planes coming into this country Illegally. The primary concern, however, is keeping the drag flow out of the schools, Hayward said. In the 1960s, he said, the drugs were in the high schools. In the next 10 years, It crept into the junior high schools and is now prevalent in the elementary schools. We cant put drug pushers in jail and let them bail out at $500 anymore. Im convinced that they should be put into a hard core type prison facility. Salt Lake City is a major hub for drugs traveling either east or west, he said, in one day we counted 148 air strips in the dry lake bed west of Milford and there were 16 or 18 different tire tracks from planes which had landed in that area. I sometimes wonder what would happen if some of our aircraft crossed the border into another coutry, yet we are allowing the flow of aircraft into our area with drugs. When aksed how he would solve the problem, Hayward replied, If they are flying under the radar and refuse to identify themselves, perhaps they should be shot down.
