Michelle Horman, a UofU student and 1981 Cottonwood graduate, will play the role of Princess Winnifred ( Fred ) in the comedy Once Upon a Mattress. The show will play Wednesdays through Saturdays at 8:30 p.m. through June and July and Tuesdays through Saturdays in August. Miss Horman will play the role on nights, Mary Fanning will perform on nights. The role is the one that launched Carol Burnetts career. County Commissioners, apparently having solved a dilemma posed by the states mill levy limitation statute, recommended at a public hearing here yesterday (Wednesday) a municipal services mill levy which will generate more than the six percent growth allowed by law. John administrative assistant to Commissioner Tom Shimizu, explained the Municipal Services District will be considered a new entity in 1984 in order to allow the county to increase the mill levy to the level it says is necessary to maintain the current level of service. The commissioners recommended a 9.38 mill levy for fiscal 1984, compared to the 8.52 tax levied fast year. said attorneys from the county and the State Tax Commission determined Tuesday the move is consistent with the spirit of the law because the district will be providing more services than it has in the past. A 1983 act of the State Legislature added several extra services to the district - such as animal control, Sheriffs patrol and the Justice of the Peace Court - so more money is needed in the budget, said. Commissioners said last week that if they were held to the six percent limitation in municipal services growth, theyd receive only $1.7 million less this year than the $10.7 million they said would be needed. That prospect left them considering closing some of the countys 12 fire stations in order to make up the needed revenue. Other tax levies recommended by the commission Wednesday include: 2 for Hansen Planetarium, same as 83; 3.05 for flood control, down .36 from '83: 1.48 for Health Services, up .7 from 83; .52 for Hogle Zoo, down .03 from 83; 3.3 for Library Services (Salt Lake City and Murray Cities excluded i, down .05 from 83. Also included was a levy of 13.8 for general operations and capital improvements, up .24. Although several of the levies appeared to drop slightly, the effect on d tax payers will be one of an increase in taxes. A Utah Supreme Court ruling this spring changed the method of assessing property values which will result in more dollars being generated per mill.
