With the help of teachers Grant Carter and Michele Taylor, the children collected enough cans in one week to raise $45, which the department spokesman said will feed 10 deer for one month. Senate Bill 22 will allow the mineral industries, steel, copper, gas, etc. to finance and build modern facilities without paying sales and use tax. This bill would provide needed incentives to Utah industry to modernize and become competitive. Senate Bill 23 allows any improvements made on private property not to be assessed until they have been completed. This bill would make improving private property less expensive and more desirable for industry, private property owners and small businessmen to accomplish. During the hearing before the Revenue and Taxation Committee, the only groups to oppose these bills were the Utah Association of Counties and the County Assessor. Kenne-cot- t, U.S. Steel and the local AFL-CIall supported these bills as saving jobs and providing incentives for economic growth in Utah. There were four objections stated by the Utah Association of Counties, mainly against Senate Bill 23. The first was that it is unconstitutional for the legislature to enact laws that would assess and tax properties not uniform and equal. The second objection was that property tax burdens would shift away d from properties to d properties. The third objection was that by giving Kennecott this reduction in taxes, Salt Lake County would lose any revenue from the copper produced. Finally, the counties would lose $11 million in lost revenues annually, for the first four years from personal d property and properties if SB 23 is enacted. These were the only arguments presented against SB 22 and 23. The offsetting factor is that they will be an incentive to industries that have been hard hit in the last six years to modernize, become more efficient and competitive and employ more workers.
