This city has more than 500 acres of undeveloped land that may never be used. That was the message delivered Tuesday night to the City Council by area developers who had gathered to discuss West Valleys zoning pro- cedures. The meeting was apparently pro-- . mpted by the councils denial of one developers rezoning request three weeks ago. A resolution to increase this citys fiscal 1983-8budget by $412,000 was approved 0 by the City Council here Thursday. The money will be distributed among several city departments 4 running deficits,' currently Incorporation '83 Budget Re-ope- ns ac- - cording to City Finance Director Russ Sanderson. He said the Public Works Department will receive the largest budget increase with $168,893, followed by the Block Grant Fund with $100,000, the Community Development Department with $84,304 and the Police Department with $46,478. - Date Set In May For Magna Like its neighboring communities to the east did six years ago and again two years later, this old mining town is now faced with a decision whether to become a city or remain unincorporated. The County Commission yesterday (Wednesday) formally set May 8 for an incorporation election. Following provisions of a new law, the commission specified the proposed citys south boundary as 6600 South, far north of the petitioned-fo- r Butterfield Canyon boundary. The same law allows the petitioners (51 percent of them) to override the commissions boundary designation. Should Magna voters favor incorporation in May, they would elect officials the following November and become incorporated on July 1, 1985. West Valley Citys entire west boundary would abut the new city, which would also extend to the top of the Oquirrh Mountains and to or North Temple on the north, depending on the outcome of the boundary MAGNA. - Sanderson said the city accumulated the $412,000 surplus through collected sales tax revenues ($275,000), Federal Block Grant Funds ($100,000) and miscellaneous sources ($37,000). He said a decision was made to use the money now, rather than to save it for next year, in order to head off projected deficits in several departments. We dont allow any department to run a deficit, Sanderson said. In other matters, the council amended West Valley's subdivision ordinance to include sections regulating cul de sacs and dead-en- d streets. The amendment sets a limit on dead-en- d street lengths and extends the length limit on cul de sacs from 500 to 800 feet, according to City Attorney Paul Morris. In addition, mailboxes and 900-fo- ot driveways in cul de sacs will have to be situated to leave an area for plows to pile snow, he said. The council voted to accept UDOTs offer to install two street lights by the train crossing by 4600 So. 5600 West. Under the agreement, UDOT will finance installation of the new lights, while West Valley will pay the $30 per month energy cost, according to Public Works Director Glenn Weaver. e The council voted to lease an parcel behind UDOTs license division building on 4700 South for 10 years for an annual sum of $1. The land is part of UDOTs driver testing course. A public hearing was set for March 1 on a proposed amendment to the ordinance governing the use of alcoholic beverages m West Valley City. The amendment would clarify the standard of proof necessary to convict someone of selling alcohol to a minor by making the seller strictly liable for the crime regardless of whether he knew the customer was under age, Morris said. The City Plann- ing Commission is expected to pro-vi- c put an- suggest changes today nWiursdayj to tne preliminary draft of a sign ordinance which is expected to be on the books here later - thisyear. The session is scheduled to get under way at 9 a.m. in City Hall, 2470 So. Redwood Road. The commission got its first look at the proposed ordinance, in the drafting stages since September, at its regular meeting two weeks ago. Planning staff member John Jan-sowho authored the ordinance, stressed the document is just a proposal and that he expects a few changes to be made before a public hearing date is set. The hearing (date) depends on how many changes the commission makes and how talks go with the businessmen, he said, adding that his department plans to solicit input from the West Valley Area Chamber of Commerce. Hopefully, the hearing will be a formality at that point. We hope to make it (the ordinance) a conglomeration of ideas everyone is happy with. The old county ordinance, which West Valley has been using since it became a city in 1980, is a simple document with few requirements, according to Janson. It basically keeps them (signs) out of the public right of way. West Valleys new ordinance will identify a variety of signs, however, and define appropriate places to put them, he said. The restrictions applied by the new ordinance will affect only those signs erected after the approval of the document, Janson said. WEST VALLEY. A public healing will be held here this morning (Thursday) on a developers proposal to rezone an area near 4100 W. 4500 South from its residential status to one allowing general commercial uses. The hearing will be held during the regular meeting of the City Planning Commission, beginning at 9 a.m. Plaza 5400 Associates wants the eight-acr- e parcel north of 4700 South rezoned from (single family homes on 8,000 square foot lots) to 2 (commercial) so it may proceed with plans to construct a conglomeration of commercial structures, including a bowling alley, an office building and a movie theater. The same group requested a zone parcel to R-change on the eight-acr- e multi-famildwell(high density ings) two months ago, but scrapped that request in favor of the commercial plan. The developer is asking to divide 6.5 acres into 44 lots. We smiled while watching a guy in more difficulty than we were. His wifes purse had colorful spangles all over it and every time he shifted it to a different position it reflected the lights. It was attention-compellin- g - about like a lighthouse. Weve found one fairly satisfactory way to handle the purse problem. Remove your topcoat, and place It across your lap hide the purse under the coat. The purse is still there and some people who walk by know its there, but you somehow feel better about it. What is it about todays mannequins? They used to look like real people wearing all those new styles. Now they look like creatures from another world in a late-nigsciencefiction TV movie whove just arrived in a - - ht Assuming the Lord did fashion strange looking spacecraft. Not only do they look like characters from outer space, theyre posed in such weird positions you develop a backache just looking at em. If you stare at those inhuman faces, you can almost hear em saying, Earthling, take me to your leader! Why did they do away with mannequins that were nothing d dolls? The less than life-size- ones with beautiful faces, gorgeous figures and legs acceptable in a Broadway chorus line. Is it something psychological? Did customers feel they couldnt look as great in the dress as the mannequin did? Watching women browse through the clothing department, examining dresses and coats on display is one way to kill time. Youre impressed by the variety of sizes and shapes; tall and short, slim and plump - an endless parade. all those changing human designs, its a tribute to His genius that he subsequently figured out a system where the merging of genes determined varying characteristics. Hed have run out of blueprints long ago! But what was devised must be a monumental problem for people who manufacture clothing. How in the world can they make enough sizes to fit all those bodies? And do it in enough color schemes and style variations that aH the different minds occupying those bodies are able to find something they like? If you dont think thats a challenge, remember auto manufacturers found everybody doesnt like bucket seats - because they dont all have the same size bucket. Consider, too, the sales ladies. breed. Theyre a Bet after theyve pulled out g everything in the store trying to find something a customer likes -and have been unsuccessful -they could attack some women with a ball bat. But youre impressed by the fact they have a perpetual smile on their face. At least when theyre looking toward the customer. True, it appears to have been pasted on - but its there just the same. Theyre frightfully dishonest, though. After theyve put a dress on their customer they invariably gush over how smart or chic or charming it looks. And lets face it - frequently it doesnt. In fairness, however, this is one of those times when honesty isnt the best policy. Reminding us of the woman who unveiled a new dress she said shed bought for an absurd price. Which prompted a guy nearby to comment that what she really meant was shed bought it for a ridiculous figure. nuf said. In fact, probably too much said. |
