A plan for a mobile home park in Redwood ran into trouble with the City Planning Commission here Thursday. Citing several problems with the site plan, the commission postponed action on Ralph Holders application for approval of Crystal Circle mobile home park on nine acres at 1325 W. 2590 South The subdivision plan calls for 54 lots. The main difficulty involves several lots which do not meet the minimum lot size in the RMH zone. As a result, the plan will have to be redesigned to ensure all lots are large enough, said planning staff member Craig Hinckley. In addition, inadequate written information was available on the flood control plan for the site, which is subject to high water table problems. Hinckley also said the staff was interested in preserving trees and other natural habitat on the land. Holder said he had completed arrangement for a drainage line to handle the flood control problem and said he would work with the staff on the other problems. He indicated, however, that preserving the trees may be a problem. To obtain the density which he desired in the park, Holders site plan called for straight streets with mobile homes lined up in a row, a design not particularly welcomed by the commission nor praised by the staff. That would require elimination of most of the trees, he said. Revising the site plan, such as making the streets winding, could help save some of the trees, but would create another problem - taking care of the open areas. Holder said financial institutions would not finance a project which required a homeowners association to maintain an open area. He also noted that city officials, while stating frequently their desire to acquire more property for parks, have been hesitant to accept responsibility for maintaining small neighborhood parks provided by developers. In making a motion for continuance, board member Janice Fisher said Holder had a responsibility to work with the staff to make this a nice project. You made a commitment to area residents to make this nice and then they wouldn't oppose it, she noted. Five other subdivision applications were approved, with only one meeting any form of opposition. The commission approved a preliminary plat for the first phase of Williamsburg subdivision, a development on 6.6 acres at 6400 W. 4100 South. But, in doing so, members stressed that preliminary approval in no way obligated them to approve an anticipated request for commercial zoning on the southeast corner of the intersection. The parcel being eyed for commercial zoning would be the size usually set aside for a convenience store, Hinckley noted. Michael Crockett, a spokesman for the developers, ALPAC, Inc., said that although the company was preparing a rezoning application, it had an alternate plan extending a cul de sac into the parcel. The application was okayed unanimously. Approval of the final site plan is still required.
