Provo, Utah Wednesday, December 5. 1979 Orem Denies Rezone of 13 Acres at Tuesday Hearing Orem's city council tentatively bounced around a half dozen motions like ping-pong balls during a Tuesday night public hearing before denying a 13 acre rezone request on West Center Street ‘he hour and a half forum left opponents of a con: dominium project, the developer and councilmen shaking their heads as they left council chambers Councilfinally denied the rezone by a 4-1 vote. The rezone would have changed 13 acres to a higher density residential area for Brook Farm Condominiums planned by Kent D. Ekstrom at 1100 West Center About 30 property owners from adjacent neighborhoods were at the hearing to protest in creased traffic at 1200 West and Center Street depreciation of homes and overcrowded schools problemsthey claimed would comewith the 158-unit condominium. Tuesday's hearing was continued from a Noy 20 discussion after a motion by Gareth Seastrand to deny the rezone died without a second from two other councilmen. Tuesday, Seastrand offered two motions, thefirst was withdrawn and the other died without a second Seastrand made the first motion after Earl Farnworth withdrew a motion to deny “becausethat is your (Seastrand’s) area.” Seastrand sought to gvre Ekstrom leeway on building a compromise density through a Pianned Residential Development (PRUD) and sprinkling it with single residential dwellings. The councilman said 1t would cut the 158 units to about 80. Majority of council, opponents and theyeveloper agreed Seastrand’s suggestion may be the solution. Density would be cut from about12 units per acre to five per acre. The action came to comply with a new state law which requires municipalities to identify possible annexation propertythis year to formalize planning and growth projections in thestate. The six areas were identified by the city’s planning department and recommended to council, which approved the designations by unanimous vote.
