Lynch’s announcement cameafter months of speculation that he planned to step down and allow a new premier to lead his party into generalelections scheduled for 1982. Lynch,62,told his party colleaguesof his decision at a specially convened meeting to discuss the government's recent defeats in two local elections, one in Lynch's own parliamentary district. The leading contenders for the premiership are Vice Premier George C. Colley, 54, and Health Minister Charles E.. Haughey, 53, both of whom contested the leadership when Lynch wasselected in 1965. Colley, an orthodox Fianna Fail minister, has backed Lynch's hard-line policy against the Irish Republican Armyand his selection would mean no change in government policy in that area, Colley’s opponent, Haughey, once called the ‘‘golden boy’ of Irish politics, has hada turbulent, controversial career within the party. Lynch fired him as finance minister in 1970 over charges he was involved in a conspiracy to import arms for the Roman Catholic minority in Northern Ireland. Haughey wastried but acquitted. In the 1970 purge of his Cabinet, Lynch also fired Agricultural Minister Nial Blaney and two junior ministers. A third, Kevin Boland, resigned in protest against the purge. Since then, Haughey, described as a brilliant economist, worked himself back into favor with Lynch and was Teappointed to the Cabinet after Lynch’s rise to leadership of Ireland’s biggest single party. described him as “walking softly along the corridors of power. “But there was never any chanceof him taking the wrong turning.”’ he said. In the beginning of Lynch’s political career he was the late President Eamon DeValera’s hand-picked choice as spokesman on education and the Trish language, a post uncomfortably near DeValera’s on most cherished fields. But the Gaelic-speaking Lynch avoided the pitfalls strewn liberally within the program to revive Irish as a spoken tongue. By the time DeValera moved off the stage in 1959 to make way for the businesslike, pragmatic tule of the late Premier Sean F. Lemass, Lynch already had found his niche within the Finana Fail Party. When Lemass bowed out in 1965, Lynch was not the obvious choice for successor. There were other, more dominant men whose ambitions could have wewt the party. The party saw the dan; ner signs.
