Each emergency watershed measure must have a sponsors) a legal subdivision of state government or a qualified Indian with tribe or tribal organization authority to obtain landrights, water rights, and permits needed to construct, and if required, to operate and maintain the proposed measure. During seasons when high water is to be expected, keeping a warm change of clothing and a preparedness kit in the most likely vehicle to be used to evacuate is wise. Keep items small, lightweight, and in waterproof containers where possible.
