The multimillion dollar, single level shopping center is a joint venture of C & R Developers Inc. of Encino, Calif, and the Homart Development Co. of Chicago, 111. C & R is a development company formed by Riemer and Christiansen Brothers of Salt Lake City. Homart is the real estate arm of Sears. According to newspaper files, initial construction on the center was begun in early 1959, with the Sears store the first of several buildings to be built. In the meantime, South Ogden, Ogden and Riverdale were jockeying to see which would annex the center, and get the lions share of the sales and property taxes it would generate. Then came the biggest news of 1979, plans for a $48 million expansion and rehabilitation of Newgate were announced with Sears to be an anchor tenant in a new and larger building. The developer would be C&R Developers Inc., of Encino, Calif, which had purchased the shopping center from 14 owners, plus buying additional acreage to the south and west. In the meantime, another $5 million complex, with Grand Central on the east and LaBelles on the west, was constructed west of and adjacent to but not part of the Newgate Shopping Center. With the new plans for construction and that already completed, the annexation question, which had been solved once with South Ogden all: In June and Ogden sharing the original center, came up again. It got hotter the second time around. Riverdale had plans to annex a proposed Skaggs super store, and South Ogden wanted to draw a city boundary down the middle of the proposed center. out. Once the annexation question was settled, work on what was now being called the expansion project could begin. Groundbreaking was held Dec. 6, 1979, and the first bids were opened on Dec. 28 for clearing and grading the site and construction of foundations for the new Sears and Skaggs stores. Ogden City agreed to pick up the tab for improving roads, sewers, curbs and gutters along its own roads. Several access roads north of the mall area, opening up another 40 acres for commercial development, were included. Construction on the new Sears store, the first in the expansion, was begun May 14, 1980.
