A DEDICATED and industrious person, Mrs. Martin believes that she has had sufficient leadership experience to do the job and do it well. If elected she would fulfill her responsibilities to the best of her ability. Frpit Heights has not taken adequate steps in planning for the present, and is only beginning to make plans for the future. The finalization of the city Master Plan in early 1980 should do much to plan for and resolve concerns in these areas. He is concerned that the proposed master plan contains areas in which the attitudes and wishes of the general population are not reflected. Certainly these areas need to be brought before the citizens for com- ment and discussion, with the final master plan reflecting the wishes of the majority. In a city of 2500, there is obviously not a great deal of monetary waste. Most property taxes do not remain in the city. Most large monetary problems come from capital improvement projects such as the repaving of roads, construction of sewers, curbing projects, etc. I FAVOR the extensive use of Capital Improvement Districts rather than general taxation of all citizens to provide these improvements. Thus, those benefiting from the improvements bear the costs. Other services provided by the city are paid with funds raised by taxation. The extent of these services is determined by the willingness of taxpayers to pay for them. A desire to reduce taxes must result in a reduction of services provided. np library procedure too.
