I am still outraged by it On Friday, Sept. 28, my husband, who is a Coalition Group Submits Proposals Leaders of a number of influential groups interested in the integrity of the library system of Davis County met recently to form a coalition. The group decided on the following proposals: To reinstate Jeanne Layton as Davis County librarian; fo secure the public endorsement of the Davis County Commissioners and Library Board of the Intellectual Freedom Resolution of the Utah Library Association. A copy of follows: this resolution 5HE Intellectual Freedom Committee proposes that the Utah Library Association reaffirm its commitment to the principles of intellectual freedom encompassed in the Library Bill of Rights and the Read to Freedom Statements of the American Library Association. These principles affirm the right of the individual to choose his own reading matter without harassment from others, even when those materials reflect values not approved by a majority of their community. Although many pretexts exist for cen- soring materials, those pretexts are less important than the loss of freedom inherent in censorship. THE OBJECT of this resolution is not to condemn Library Pipeline Feeds Our Minds We can be justly proud of our culinary water supply. We have no fear of using and drinking this water. WE REQUEST that a per- sonal meeting be quickly arranged between the three commissioners and this committee to discuss these proposals. We request negotiations and action that will speak favorably to our community. You have demonstrated interest in serving the public and we think these are questions that urgently need to be pursued at this time. I am just a little curious about the level of animosity raised in the hearts and thoughts of residents of Davis County over the Swapp debauch. Violation of the new ordinance is a Class C misdemeanor. Lets start with the police departments of Davis County, including the paramedics, who put their lives on the line every hour of every day. I KNOW that sounds trite, but its true. And if you ever rode with a police officer I just one day, you would know what mean. THEN WHAT about the paramedics who were on the scene at the shooting of a of burglary suspect in Layton just a couple weeks ago? Without the paramedics, that burglary suspect would have died on the scene. DAVIS County paramedics pinched a severed artery in the neck to reduce the loss of blood while he was being treated at Retiring Superintendent Bernell Wrigley is another who deserves accolades for his dedication to the Davis School Dis- trict. Superintendent Wrigley, who completes nearly two decades as a school administrator in Davis County, has directed the second largest business (next to Hill AFB) in the county with a minimum number of serious problems or conflicts. POLITICAL leaders also deserve a pat on the back for their contributions. n Bountiful City Councilmen Warde who will resign and Don Perkins their seats at the end of the year have a total of 28 years of dedicated service to the city. Tol-ma- COUNCILMAN Tolman has served longer than any other councilman, four terms for a total of 16 years, while Mr. Perkins has been city councilman 12 years. County Commissioner Morris F. Swapp and former Sunset Mayor John L. Nicholas are the only two (known to this reporter) to have served longer terms in city and county government. FORMER MAYOR Nicholas was the king of them all having served 16 years as a councilman and then added 12 years as mayor a grand total of 28 years. Commissioner Swapp was Bountiful councilman four years and city mayor 12 years, a total of 16 years in city government before being elected Davis County commissioner for a term last January. - two-ye- BOUNTIFULS Redevelopment Agency (city council) also deserve praise for its efforts to coerce the city over a very controversial problem of where to allow commercial expansion. Turtle Creek Development Corporation came to the agency several months ago with a preliminary, but detailed plan, for a shopping mall proposal across the street from old City Hall. It was enticing to the agency as the plans revealed a large clothing store (Castletons), a sporting goods store, bank, restaurant, and even plans for landscaping which included a mini-par- k along Mill Creek. BUT AFTER giving preliminary approval to the plan, the agency backed off for a second look and a chance for downtown merchants and others to come up with a suitable proposal for expansion of the downtown shopping area. It would have been easy and certainly must have been tempting for the agency to approve the Turtle Creek project and told downtown merchants thats the way its going to be. - - parking boats, Layton Cleanup Slated A large vehicle is defined as having a length of 45 feet or a width exceeding 6 feet or weight exceeding 24,000 pounds. The Layton City Improvement Association and the Layton Beautification Committee will have its fall cleanup campaign on Oct. 13. Smith of Layton was also in the turn lane waiting The Goff car crashed into the Smith car which caused the Smith car to hit into the Hunt car. Damages to the three cars was major. There were no serious injuries. Mr. Goff was cited for failure to conform to existing conditions. AFTER ALL, downtown merchants have been kicking around proposals and plans for downtown improvement and expansion for several years with no definite plan in sight. Theres never much praise given to individuals or governmental agencies involved in controversial issues, but Id like to offer my praise to two such groups Centerville City Council for its stand on the Special Improvement District and to the Davis County Library Board for upholding its position in the recent firing of Ms. Jeanne Layton as county librarian. NOW BEFORE you start writing letters or making phone calls, let me explain my position. I have a lot of respect for persons and groups who take a stand on an issue and stick by that position if they honestly feel the decision was right OBVIOUSLY, Commissioner Swapp and members of the library board felt their decision was a proper one. Thus, I respect them for their feelings whether the action taken was right, wrong or whatever. The same holds true for the Centerville City Council who have been under constant pressure because of the decision they took to go ahead with a new special improvement district. BUT MORE important, I respect the council for working with the residents in an attempt to relieve as many problems as possible which were created by the Layton churches and All On Sept. 24 at 9:10 p.m., Kevin W. Those lights will be constructed at 700 South 1000 East. Lights are already located at 700 South and Highway 126. THAT possibility was also raised before the school board by county PTA president Toos Pluim of South Weber. I talked to Dyke LeFevere of the State Department of Transportation (UDOT) and they are going to place a semaphore there. Its number seven on the list so I dont think it will be that long. We may have to wait a year on this. But one parent said the lights had been promised for three years with no results. BUT THE school board said that while it recognized the problem it could not take on the problem because other agencies are responsible. The administration was instructed to write a letter to Clearfield city and other agencies reallirmmg the hazards and asking for relief. In earlier related action by the Clearfield City Council, Mr. Starks said, the council supported a request that the DOT install guard rails along the inside of curbs to serve as a traffic buffer and provide an inside space for the children to walk. AND IN their letter to the school board, dated Sept. 26, the council voiced support of parents plea for busing noting the basis for support was not distance but because of the extreme hazardous conditions and noted that busing would be one solution. As city officials we support this wholeheartedly on the basis of safety. It is our understanding that when safety problems exist, the district can and should consider busing of students, the letter said. Mr. Starks added the city is trying to locate adequate snow removal equipment aid in safety of the area. to |
