MR. KING told department heads that the merit plan is currently being reviewed by the county attorneys office, regarding the legal aspects of the proposed merit plan. Mr. King said the merit plan, to be adopted Jan. 1 is the same plan proposed after a study made by the Inter- Commissioner Glen Flint has told the personnel department earlier that if salaries are lower in Davis County, the county should catch up.
