PREVIOUSLY, the city had imposed a $200 per unit, regardless of size, assessment on builders of PRUD developments. This was amended by the council to $50 for single-roostudio units, $100 for units, and $150 for each unit. Councilman Harley Hunt voted nay. THE revised assessment, however, only affects one development presently in the city, the Sundowners Apartments. The revision, however, would be in affect for future units. When the management Adepts Part Fee PRUD developments, explained. it was Phil Mabey, city planning commission chairman, said the revision was approved by the planning commission on the basis that a PRUD subdivision is required to maintain its own roads, including snow removal and repairs, and that the housing development must have its own recreation facilities. SUNDOWNERS Apartments, he said, has its own recreational facilities including tennis courts, playgrounds and plans for a swimming pool. He explained that the park fee is assessed at the time the developer takes out a perm it to build the subdivision. IN opposing the park fee revision, Councilman Harley Hunt said that regardless of who lives in the apartments or what recreational facilities are available within the complex, these owners and their children are still going to use our city parks. We need fees for new parks and upgrading of present facilities and I dont think $200 per unit is out of line, he said. COUNCILMAN Neldon E. Hamblin said, "I voted against PRUD in the first place and although I feel that it is a discrimination against home owners, Ill vote for the revised park fee.
