According to Utah County Commissioner Robert Wamick, if approved, the bonding would provide money for a new dam, upstream from the massive landslide that backed up the Spanish Fork River and inundated the tiny mountain community of Thistle three years ago. State engineers have determined that the natural earthen dam created by the slide was not safe for permanent water storage after the area was drained.
