PLEASANT The l8 percent sales tax increase ordinance was passed by the council May 17. New provisions had been made in the sales tax law by Utah Legislators, so if cities passed this raise in sales taxes, revenues would be returned to cities partly according to the population of each city, and partly according to point-of-sal- e location. It was returned to points-of-sal- e previously. This first year, 10 percent of tax revenues will be returned to cities in relation to population, next year, 20 percent, and after five years, the states sales taxes will be distributed so that 50 percent returns according to population and 50 percent to 1983-8- 4 Are our grads prepared? Right now, its graduation time, time for celebrations, for parties and for gifts. ..but tomorrow, after all the honors have been bestowed, our grads will be looking to the future. Some will choose to continue their education, others will enter the business world now. Sooner or later, all will decide where they can best begin and build their careers. All of us have a definite interest in the future of these young people, and well all benefit if graduates seek opportunities open to them here in their hometown or elsewhere in the world. How well they will perform will depend largely on how well we as parents and educators have preapred them for the future that awaits them. Have we as parents been willing to provide educators with the tools and support they need to train young people for the challanges they will face? Have educators been willing to use those tools to mold the minds of youth in a way that will prepare them for future careers? Budget Blues Revisited Council members received copies of the preliminary 1983-8- 4 budget to study for upcoming neetings. City administrator Ed Meyer said, There is no basic change from the amount expended this year in an attempt to cut expenditures. This budget provides for General of $450,223 and Expenditures of $449,549. If you deduct the large grants, our budget is $316,223 - a reduction of $50,067 from last year. No utility increases are proposed, and a reduction of law enforcement officers is anticipated, he added. No contributions to city activities or celebrations are budgeted for, other than the Miss Utah Franchise ($250), because it was contracted a year ago, he said and the rodeo stock guarantee for the July 4 rodeo was Fund revenues eliminated. Employee total income will remain the same, but insurance has gone up 12 percent, and employees will be expected to absorb this cost No money is available in the budget, without raising taxes, for streets. Gravel costs alone this year were $11,000. We should probably consider some street improvement districts, but a new asphalt road will cost approximately $7,500 a block.
