The increaseof fees request will not be submitted until next year during the financial session of the legislature. This decision was madefollowing meetingsof the Governor with the division of fish and game and organized sportsmen. All parties agreed to the critical need for greater funding of fish and game programs, especially those of thefishery section and capital improvements in all divisions of opeations, However, it was agreed that the fee increase request more properly should be submitted to thefinancial session a year hence at which time all parties will lend full appar in seeking same. Weespecially like the basic twodollar license to be earmarked legislatively for capital improvements such as conservation pools game winter range lands, public access rights, new hatcheries and the like. This is a -basic investmentin the future of fishing and hunting which will come at rapidly increasing costs the longer it is delayed. Two fish and gamebills going into the legislative hopper are worthy of our support. One would recodify the fish and game laws under whichour fish and gamedivision operates. The other would spell out in state water code the recreational and esthetic use of water as beneficial and give all natural streams full heation from spoilage under any future water lings. The recodifying bill would delete duplicated sections, grant broad controls and management over all wildlife instead of just the game species, and changetitles and namesto conform with reorganization of the fish and game department in recent years. The overall result will be a modern, more workable code of bias laws with a greater than ever responsibility on fish and gameshoulders forall wildlife. The last recodification occured in 1953, a whole world awayin light of todays happenings. The waterlaw bill would give equal consideration to recreation along with the present spelled out uses of culinary, industrial and agriculture.It would protect the rights and easements of present water users but, underall future filings would require application and approvalprior to stream or bank changes unless under a dire emergency endangering life or property. Bythen BYU hopes to have Ernie Burgess back and maybe Rondo Fehlberg. Burgess sprained an ankle in practice last week and it should be healed when the schedule resumes. Fehlberg, a defending WAC champion, sat out the first few weeks of the season with his foot in a cast and then injured his elbow. The injuries have kept him ovt of action all season and Coach Davis is hopeful that he can return to action soon in order to be at full strength for the WAC Championships March Natch-by.
