Dave Nelson and Gene Davenport of the board of health said although they could do nothing to halt increases in rent, their investigation so far has turned up over 1(X1 violations of health codes. He said he found cockroaches and other insects infesting some apartments. To cover the cost of repairs and improvements, Mr. Morrow said tenants were told. Mr. Morrow said most of the tenants have limited funds.
