Siciliano, who has been a member of the University of Utahs National of Advisory Council, was the the panel sponsored by the National Academy of Public Administration His group submitted a report, researched for some H months, which called for a reversal in the trend toward enlargement of the immediate White House staff That staff currently accounts for about 30 percent of the Executive Offices total complement of more than 1,700 workers, demonstrating a haphazard growth, unwieldy in size, that cannot function effectively and is short-teroriented, the report concluded Several changes in management structure were proposed by the panel composed of leaders from business, most with labor and academia government experience Mr. Siciliano is a Salt Lake City native and a 1944 graduate of the University of Utah. He is now chairman and chief executive officer of TICOR, a T 1 FI financial services company His past background includes a position as assistant secretary of labor and special assistant to President Eisenhower for personnel management, and later undersecretary of commerce during part of President Nixons administration. Mr. Siciliano was of the academy panel with Don K. Price, former dean of the Kennedy School of Government at Harvard University. The research report made these principal recommendations: An economic affairs staff would help integrate the economic aspects of domestic and foreign affairs, and it would also help preserve the status and role of the Council of Economic An international affairs staff should replace the National becunty Uiuncii, which could remain as an interagency committee to be used as the president wishes A domestic affairs staff should be reconstituted from the present domestic policy staff, and include what the panel referred to as professional generalists. 1 li; : 'w ? T" There should also be a White House Secretariat, headed by senior assistants and a small generalist staff, to organize materials coming to the presidents desk. Wildlife Agency Lists Promotion Robert H. Shields, a career employee of the U.S Fish and Wildlife Service, has been named deputy regional director of the agencys eight state Rocky Mountains-Grea- t Plains Region. Mr. Shields was served as associate regional director in Massachusetts, assistant supervisor of refuge programs in California and Nevada and mPm-y- most recently as area manager for Colorado and Utah. His new domain will also include Wyoming, Montana, North and South Dakota, Kansas and Nebraska. Special Stationery So far they had spent $48. Then they inserted a small ad in a mimeographed want ad sheet. That was another $1.50. Finally, they bought special Christmasy stationery. The elves also told parents to include in their childs letter a kind of idea what theyd expect Santa to bring. Then Sherrie and Annette waited for the childrens mail to come to the North Pole. A typical letter to Mr. S. Claus reads this Utah Claus have tried over the years to answer all those let- ters to the North Pole. But you have to remember the Clauses are getting pretty old and are subject to writers cramp. Thats why theyre so excited to have Sherrie Frandsen on their staff. Sherrie is a secretary at the Richfield office of the Division of Alcoholism and Drugs. And shes kept pretty busy.
