Carter Smooths Get-O- ut - Story WASHINGTON (AP) President Carter suggested Sunday that Nancy Reagan was misquoted as saying she couldnt understand why the Carters didnt move out of the White House early to give her time to redecorate the family quarters. The president was leaving a violin recital at St. Patricks Protestant Episcopal Church when he was asked to comment on a report that he hit the roof when he heard Mrs. Reagans purported wish. At first, he started to decline comment. "I never commented on it then, and I dont ... he began. Then he changed his mind. "She didnt say that, Carter said. I think its distorted. Shes been very nice about the whole thing. Im sorry it was quoted that way. A report on the subject quoted an unidentified aide e first lady couldnt underas saying the stand why the Carters didnt take up residence in Blair House, the government guest quarters across the street, for a few weeks to enable the presidentelect and his wife to redecorate their new quarters before Inauguration Day, Jan. 20. A statement issued by Robin Orr, Mrs. Reagans wife new press secretary, said the president-elect- s made no such suggestion but had remarked that she might break tradition by moving out early four or eight years from now to make room for Reagans successor. Ms. Orrs departure from the Reagan staff was announced within 24 hours of that statement. Other Washington sources told reporters Friday that members of the Reagan transition team had dropped broad hints that Mrs. Reagan wanted the Carters to vacate the White House before the inauguration. Those sources, who refused to be more closely identified, said White House aides ignored the hints. soon-to-b- servative pragmatists who are building for the future on the other, he said. Costle said polls show widespread public support for strong environin comental laws ntrast to the antiregulation campaign rhetoric of Reagan and other Republicans. He said the Carter administration has compiled a good environmental record without having a bunch of environmental shock troops running around. Clean Air Act Costle said one of the earliest indications of where Reagan stands will be his position on revision of the Clean Air Act. The law requires new regulations on certain airborne emissions to be issued early next year. They re going to have to get down and scrub around in the facts, he said. For instance, they said, updated regulations and a standard manual for department employees are almost ready to be issued. The study said fee policies were being set by different Justice Department units It said that six units charge for the time to search for documents but only one has a system for recording search time. Several units never waived fees for the poor or for disclosures in the public interest as the rules authorize. Shea said he had found indefensible and unconscionable fee practices over a year ago and a standard fee policy has been drafted and will soon be implemented. WASHINGTON (AP) World wholesale prices of key raw materials fell by about 1 percent in November, according to preliminary figures announced Sunday by the International Monetary Fund. The price of 37 basic commodities had risen by 1.6 percent in October, putting the IMFs index at a record 173.4. That meant these products were selling at an average nearly 75 percent above the level of five years ago. If the first calculations of the IMF are confirmed, the index has dropped back to 171. The IMF said prices of all groups of products had declined except for food, which rose by 1 percent. The price fell for all metals except zinc and nickel, and there were also declines for coffee, cocoa and to a lesser extent for wool, rubber and jute. The IMF also said consumer prices in the industrial countries were still rising by 11.6 percent a year in the third quarter July of through September this year. That was slightly better than the 12.5 percent rate registered in the second quarter and the 12.1 percent in Lie first quarter. lOptdiamond earrings Unbeatable value.
