The 1979 graduation also marked the 50th anniversary year for seminary instruction as well. Orrin Hatch stepped up his campaign to control inflation and federal expenditures this week, presenting his case for the repeal of the intolerable Act before a Senate Comand inflationary Davis-Baco- n mittee. effort took form a week ago Hatchs latest when Comptroller General Elmer Staats issued a report from the General Accounting Office ( GAO) on on the economy. The four called for outright repeal of the law, but also pledge to work to exempt specific federal construction projects from the deleterious effects of the law until complete repeal is effected. In addition, Hatch was joined by Tower in a letter to the U.S. Senate Labor and Human Resources Committee Chairman Harrison Williams, Jersey, requesting full committee hearings focusing upon repeal of the bill. Sen. on January 15, Hatch introduced a bill to repeal Davis-Baco- n the first day of the current Congressional session, and is an active member of the Human Resources Committee. Significant changes in economic conditions and the economic character of the construction industry, since 1931, plus the passage of other wage laws make the act unnecessary. Second, after nearly 50 years, the Department of Labor has not developed an effective program to issue and maintain current and accurate wage determinations and it may be impractical ever to do so, Sen. Hatch said, citing the tractors because they could pay imported workers less money than the prevailing local wage rate. We, in Congress, are responsible for remedying the costly and unnecessary effects that fuel the fires of inflation and repeal of the Davis-Baco- n inclusion in housing legislation is unquestionably an overdue and salutary move in this direction, Hatch told the Committee. Hatch told his Senate colleagues that Utahs legislature had passed a measure repealing the state Davis-Baco- n equivalent, but the bill was vetoed by the Governor. Bills to repeal have been introduced in 31 states, with Florida being the latest to actually repeal its state Davis-Baco- n bill, he said. The law acts against workers directly, he testified. He cited a case in which strict provisions on the number of apprentices allowed on a job required a contractor to lay of! two union members to stay in compliance. The law also discourages some fringe benefit plans, such as employee profit-sharinMoreover, Hatch said, It really promotes outside contractor firms competition with local contractors, thereby running directly contrary to the original intent of the 1931 law. Hatch said the weeks developments have strengthened his commitment to repeal of the law he termed archaic.
