Hughesf bant Secretary Intergovernmental and T ? r Institutional Relations Skyrocketing cost noted Marriott By Congressman Impossible as it may sound, the U.S. House of Representatives recently voted a 300 percent budget increase for the Council on Wage and Price Stability President Carters committee led by Alfred Kahn. I obviously oppose that increasebut apparently to no avail, since the majority felt it necessary to approve it The amazing thing to me is that the President is running around the country telling us all we should keep our wages and prices below the 7 percent level, and then he trurns around and comes up witff a 300 percent increase for his antiinflation group. Now if the Council were succeeding in cutting inflation back in the United States, we might be justified in helping them along. But the fact of the matter is, they are failing miserably. Mr. Kahn is telling everybody that inflation is somewhere around the 8 percent level. Hie truth is that it is right now around the 13 percent level, and in Kahns words weve got a few rough months still ahead. In the last ten years, inflation has gone from 3 percent to its present 13 percent. Since the Council was established by President Carter, inflation has gotten steadily worse, and theres apparently no end in sight under our present policy. What the volunteer guidelines have done is to threaten firms which do not comply with a cutoff of federal contracts and with the hatchet job in the press labeling them bed corporate citizens. Much of the budget increase is to pay for a staff that will grow from 32 members to233 members. It suddenly becomes obvious that the Administration plans to use these new personnel to enforce compliance with the voluntary program upon the nations small businesses, which are already plagued with an overwhelming paperwork burden. As a general rule, big business can comply rather easily with price increase guidelines of 7 percent because it is best situated to absorb the massive overhead costs and pass them on to consumers. On the other hand, small businesses are less able to absorb those costs, and consequently are having e more difficult time. The answer to the problem of inflation is not a simple one. The following is the majority of his remarks as he delivered them: Thirty six years ago this month, I graduated from Weber High School. I was proud to have graduated from one of the finest high schools in the state, and I am still proud to be called a Weber Warrior! Things have changed some since 1943. As high school students we were interested in making rotten egg gas in Mr. Murphys Chemistry class, we were interested in the symbolism of the Katzenjammer Kids, and on the serious side, in winning a war against the Axis Powers. Today high school students are interested in Atomic Fusion, the symbolism of time warps and space travel and on the serious side, in winning a war against the Energy Crisis. The price of imported oil today is more than 7 times its cost just 6 years ago. In 1973 a barrel of oil cost $2.59. Today it is well over $18.50 in spot markets. That means that it costs more money for the farmers to produce your food. It costs more money for the Levi Strauss company to produce you levis and deliver them to the local clothing store. It costs virtually every one of us more money to do the same things that were so much less expensive 6 years ago. And it also means that approximately $50 billion will flow from America to foreign countries in 1979 alone. That is more than alone. That is more than twice the amount of deficit that this country will incur this year. So you can see that the stakes are high.. We simply must do everything possible to reduce our dependence. There is much uncertainty about what energy sources we will substitute for oil and natural gas. But that substitution must occur. The rest of the 20th century will be a major transition time in the use of energy in the United States. In the midst of apparent plenty, it is necessary to prepare for a petroleum-poo- r environment in the next century. But we mustnt despair. I have great confidence in the ability of this country to rise to the challenge. Americans can consume less and produce more while finding new sources to meet our needs. The only trouble was by the time we were done with Hoovers plan, we were looking for a pot to put the chicken in! Dont get me wrong now. Im not against conservation. Its extremely important. I encourage it. But its only half of the equation. The other half is increased energy production. Some of you may not believe there is an energy shortage. According to a recent public opinion poll, 54 percent of the American people didnt believe there is a serious shortage; 37 percent do, and the other 9 percent cant dedde.
