Show 2A Lakeside Review South, Wednesday, Sept. 14, 1983 In Bountiful l:h V !? Review Correspondent WOODS CROSS Several resolutions dealing with building codes, the annexation of an additional 17.55 acres to the city, and bail for fieture procedures were among issues addressed by the Woods Cross City Council on Sept. 6. The controversial parcel of land known as the "Winegar, Sedgwick, Eggett property' on 500 South at about 1200 West through 1400 West was annexed through a unanimously ap- proved resolution of the council. West Bountiful and Woods Cross have been dickering over the parcel for several months. The dispute was taken to the county boundary commission who ruled that the parcel should belong to Woods Cross, due partly to the fact that the property shares no contiguous bound-- . aries with West Bountiful. West Bountiful failed to protest the commissions decision within the five days allowed for such protests, and the Woods Cross City Council filed the annexation resolution along with the required plat of the parcel on Sept. 7. The Eggett brothers, who are developing a trailer court on the disputed property, appeared at the council to inquire what could be done about fees already paid to West Bountiful. They were advised to request a refund of any fees paid to them in excess of expenses already incurred by West Bountiful. The coucil expressed their desire to work with the Eggett brothers to see that they are assessed no greater fees than they have already paid in order to complete their project on schedule. 1 h.e developers were advised to obtain signed petitions from Winegar family requesting annexation of the property to Woods Cross so that all legal avenues have been covered. et BOUNTIFUL - The Bounti- resolution the updated versions emergency preparedness proof various building codes. Lambert, however said the two ' issues are in no way connected. If the IPP had not been downsized, plans for the plant may have failed, which would have cost everyone involved millions of dollars. Since the division was not a party to the negotiations between Bountiful and UP&L, Lambert said he was unaware of any agreement reached between Bountiful and UP&L during the IPP negotiations. If here was an agreement, Lambert said it should be brought to the attention of the PSC. Hardy said the city will need Hunter I power next summer. The citys power plans have revolved around the expected purchase of Hunter I power, he said. If the city is required to pay $14.3 million instead of $8.6 million for the power, it could mean as much as a 10 percent per year rate increase for Bountiful residents, he added. That puts all of our resource planning in an uproar," he said. Hardy said the city is going ahead with plans to bond for the purchase of Hunter I power. He said the city will file a response to the divisions petition this week. In that response. Hardy said the city will cite the IPP agreements reached with UP&L. Also, the city will point out that a delay in the signing of the Hunter I contract was not the city's fault.'. He said city officials signed a Hunter I contract in May of 1980 which was promptly returned to UP&L for its signature. That signature, however, did not come for three years as the two sides continued their negotiations. Hardy also noted that the Hunter I plant now is nearly 5 years old. He said the division, in essence, is asking the city to pay for a used piece of equipment" at the same price it would pay for a share in a new power plant, which Hardy said is patently unfair. We don't feel the delay was in any way Bountiful's doing and now were being asked to pay when we signed a contract in good faith. We were very disappointed that the division would see fit to dq this after all the effort that's leaders, Scott said. The program could help to coordinate city and community activities in the future in case of another disaster such as the tained by them. Scott said plans are underway to publish a five or six page disaster preparedness insert in the south Davis telephone directory. Scott said it is important that Bountiful officials make a decision whether to sanction the program soon so that the insert can meet a November directory deadline. Scott said the program will also be presented to other city leaders in south Davis County. Besides publishing information in the directory, very simple family preparedness kits could be distributed, Scott said. Also a set of training sessions could be established and a mock disaster planned in the community that would involve everyone, Scott said. The mock disaster would help prepare the community in case of an actual disaster. One of the radio stations in the community could be designated as an emergency frequency to provide information during a disaster, Scott said.
