In Bountiful, the city council has put together proposals to meetings to try to gather this type of input. Similar meetings have also been held in Centerville. While these efforts are commendable, both cities have had serious problems getting information to the public as to the time and location of some of these meetings. Residents in both cities have criticized their city officials for holding what they perceived to be secret meetings. In Centerville a series of informal neighborhood meetings of public funds. Centerville and other cities have made similar plans. While many of these plans make sense and will ultimately reduce the threat of flooding damage in the future, city offi- expenditures cials should also give serious consideration to the ideas and concerns of property owners who will be directly affected by the changes the city leaders are proposing. The initiative petition does not contest the legality of state law as implied by Sant. It is an .exercise in citizens rights to initiate legislation. Yes, the intent of some residents is to abolish the RDA; not necessarily because they feel it is illegal, but because they feel it has been ineffectual, a waste of time and money. We seek to give the city , residents have watched project after project die on the vine. For five years we have watched the RDA spend their way through the first million bucks and take a flying leap into the second. Now the RDA is in debt, not just for land, but recently for general operating funds too; they sit on property that isnt selling, wait residents a direct chance at the polls to rid themselves of this wearisome tax burden. The city publicized the meetings through the LDS Church organization. Announcements of the time and locations of the meetings were made by LDS bishops during Sunday church meetings.
