Avoiding Draft Gives Feds a Scapegoat Editor'! not:. Tht following oditorial, firtt published in th layton High ,rConurion, wai writttn by Trine Carrera, a terrier at layten. This editorial ratal ved a national writing award for Carrera from the Quill and Stroll Society. He wet designated one of the SO bait eurnaliits in the United States. Late in August, Enten Eller and Benjamin Sas-wa- y, were found guilty of 21, violating the draft registration S' ,. law. This measure requires males to report to a post office and provide address, telephone number, and Social Security number within thirty days before or after turning eighteen years old. As more trials appeared to be in the offing, doubts about the law were raised in the minds of many Americans. The law harks back to the policy; the ineffectual gestures of disapproval like the Olympic boycott and the grain embargo. It seems that campaign promises are not engraved in stone. The first cases are now being prosecuted. According to Time magazine, 674,000 young men havent complied with the law. Other estimates put the total at closer to three quarters of a million. Of these lawbreakers, only 160 are being brought to justice. The Reagan Administration has picked as its targets only the most principled of the violators; people who actually wrote to the government to express their dissent. Eller, a member of a pacifist Southern California church, was referred to as an honorable person by the judge who tried his case. The sentence was light, but only on the condition that Eller would register soon. If he Reagan was a presidential didate, he opposed the system. Indeed, it was an example of what Reaganites and others criticized in Carters foreign can- '. Parade To Honor Youth ROY Everyone loves a parade. If thousands are brought into court, complaining relatives and friends could cause severe election pains for their local Congressmen.
