Show MESSAGE FROM THE GOVERNOR following is ia the special message of governor wells wallis sent to the state legis leeis lature friday afternoon february 14 EXECUTIVE FICE state of utah riall dalt lake city february 14 1896 1696 to ro the hoo hon president and gentlemen of the senate in accordance with my previously expressed intention I 1 respectfully submit for your consi consider deratto atlo some suggestions gest ions in relation to the financial problems which at present confront the state I 1 conceive it to be the joint duty 01 01 the legislature and the executive to pro provide vida in inatome some way sufficient revenue to meet first the deficiency existing at the present and set second pond the proper pr per and necessary expenses of government for the current year by reference to the very able and comprehensive report of territorial auditor cottu T calne caine for the they years eare 1894 95 pages 32 80 3 it will be seen that tae deficit left us by the territory at we the assumption of statehood that Is to say BY the excess of liabilities over available resources was and that other incurred by the territory falling due before july 1 1896 amount to making the actual indebtedness of the state july I 1 next dext of ct this thin amount there have been issued territorial bonds not cot yet due amounting to leaving the net amount of in deb for which revenue should be provided there are but two methods of raising funds to meet this indebtedness at this time viz by taxation or by issue 0 state bonds ll it taxation to is resorted to it will wall be necessary to fix the tax rate at tsuch a figure that the revenue to be derived will pay the debt and also meet the current eXIen expenses ses ol of government the tax rate rat a for the years 1894 5 for or general territorial purposes was 2 mills on the tabe dollar and for diarist school purposes sep 3 mils on the dollar owing to the increased burdens of state govern ment the tax rate for the current year as will be hereafter shown must necessarily be for all purposes to at least aj 6 mil ball 8 in order to pay off the floating indebtedness by taxation it would be necessary neoe seary to
